Selectmen’s Meeting Minutes

July 8, 2008

 

 

Roll Call of Board of Selectmen:

Motion to accept the Selectmen Minutes of June 24, 2008 as written made by Selectman William Henshaw and seconded by Selectmen Gino Camardese.

Three in Favor, Vice-Chair Guy Desjardins abstains as he did not attend that meeting.

 

Gregory Gill, Town Manager

1.        Review Delinquent Taxes- Delinquent taxes outstanding as of Thursday July 3, 2008

       is $72,414.78 consisting of 64 accounts. Delinquent taxes collected from Friday June              

       13, 2008 through Thursday July 3, 2008 was $ 6,146.70.

 

Motion to accept the Treasurer’s report as read made by Selectman William Henshaw and seconded by Selectman Gino Camardese.

All in Favor.

 

2.        Uncollectible Personal Property Taxes-Will be continued on July 22nd.

 

 

John Hyde, Road Foreman

1.       Bids for Winter Sand and Gravel-The Board reviews the bids for winter sand: Alden Fisher is no longer selling sand, Glen Dube at $2.50 a cubic yard, Pat Cyr at $1.75 a cubic yard. The Road Foreman would like to purchase 4500 yards. Bids received for gravel were from Pat Cyr at $5.50 a cubic yard, Glen Dube at $7.50 a cubic yard and St. Laurent at $7.20 a cubic yard.

 

Motion to accept Pat Cyr’s Bids for sand at $1.75 a cubic yard for 4500 yards and gravel at $5.50 a cubic yard for 2000 yards made by Selectmen William Henshaw and seconded by Paul Loesberg.

All in Favor.

 

2.       Bids for a new Transit-Public Works has raised $1,600.00 by selling steel from the Transfer Station and Public Works.  Have received three bids: Spillers at $1,072.65, Prescotts  at $1,343.00 and one on-line for $1,215.00.

 

Motion to approve purchasing from Spillers at a cost of $1,072.65 a Mikrofyn laser, tripod and rod to be paid from the revenue made from the scrap metal made by Selectmen William Henshaw and seconded by Selectman Gino Camardese.

All in Favor.

 

3.       Pallet of Calcium-This was verbally approved and now needs to be formally approved. The cost is not available so this will be continued at the next meeting.

4.       Backhoe purchase-Road Foreman John Hyde is requesting that the Board set a date to open bids for a backhoe. Public Works is currently trying out different machines. Bids will be opened on the August 19th meeting. The deadline for receiving bids will be Monday August 18th by 5:00 PM.

 

Jerry Sabins, Transfer Station Manager

1.       Catch Basin-This purchase was already approved at a workshop on July 1st. The total cost for the catch basin was $720.00.

 

Motion to allow the purchase of a 3 by 5 catch basin for $720.00 from Precast Concrete of Topsham to be paid out of the wall project account made by Selectman Gino Camardese and seconded by Selectman William Henshaw.

All in Favor.

 

 

COMMENTS FROM THE FLOOR

 

Unfinished Business:

1.       Glen Dube and St. Laurent-Requesting Town to abandon Old Furbush Rd. More information is needed.  This will remain on the Agenda.

2.       Bens Hill Rd-This is a work in progress. Records from 40 years ago are being looked for. This will stay on the Agenda.

 

New Business:

1.       Special Amusement and Liquor License for Mixers- Since this concerns a liquor license, the Board would like to have the Police Chief present to answer any questions.  This will continue on July 22nd.

 

Motion to continue Mixers licenses on July 22nd made by Paul Loesberg and seconded by Selectman William Henshaw.

All in Favor.

 

2.       Post 135 American Legion-They are requesting that the Board approve and sign their application for a Game of Chance.

 

Motion to approve Post 135 American Legion’s Sealed Tickets Application made by Selectman William Henshaw and seconded by Selectman Gino Camardese.

All in Favor.

 

3.       Stormwater Engineering Contract and four year review-The Town Manager had received the okay to sign a contract with Woodard & Curran not to exceed $5,000.00 for the year starting July 1, 2008 to June 30, 2009. Gregory Gill reviews the steps needed to be in compliance.

 

4.       Appointment papers for Gregory Gill-The Board reviews and signs the Town Managers appointment papers as Assistant CEO.

 

Motion to appoint Gregory Gill as Assistant CEO made by Selectman Paul Loesberg and seconded by Selectman Gino Camardese.

All in Favor.

 

 

 

5.       MPO/Service Center Challenge Fund Project Application- The Lisbon Town Manager, Ryan Leighton is asking the Town of Sabattus to join them on this application. This is a pre-application to get Route 9 rebuilt from the new turnpike exit in Sabattus through to Lisbon and Route 196.

 

Motion to allow the Town Manager to sign the application made by Selectman William Henshaw and seconded by Selectman Paul Loesberg.

All in Favor.
