Sanitary District Survey

NOTICE TO SABATTUS SANITARY DISTRICT CUSTOMERS

The Sabattus Sanitary District will be sending all sewer customers a letter with an updated confidential income survey. The District’s wastewater treatment facility is now over 45 years old and it has been 35 years since its last upgrade.  Most equipment is intended to last about 20 years, and it is costly to upgrade the watsewater treatment plant.  In addition to the plant needing an upgrade due to worn out equipment, the District needs updated sludge handling systems because of changes in sludge disposal options and is required to install phosphorous removal systems due to the new limitations that will be implemented by the Department of Environmental Protection.  To reduce the cost to its sewer users, the Sabattus Sanitary District is determining its eligibility under the State Revolving Fund program and USDA Rural Development program for a combination of potential grants and loans to fund the upgrade the District’s wastewater treatment facility. The District is also seeking funding through the Congressional Directed Spending program as well.  These three funding opportunities offer a combination of grants and low-interest loans to small communities which can cover a significant portion of the construction costs.

Eligibility is determined by median household income of the sewer customers within the service area. It is critical to the success of this survey and the ability of the District to maintain rates as low as possible for you to respond to this survey.  To determine if the District is eligible for the program, an income survey of the all users of the sewer system must be conducted. We are asking Sabattus Sanitary District customers to complete the enclosed survey that will  request household information, including  income.  We also request that you respond to this survey as soon as you receive it due to the timing of the funding the District is applying for.

Sabattus Sanitary District has enlisted the help of RCAP Solutions, Inc., the Northeast Rural Community Assistance Partnership, which is a non-profit organization that helps small communities throughout Maine to compile and analyze the survey results. The surveys will be delivered to RCAP. THE SURVEY IS COMPLETELY CONFIDENTIAL. Data specific to users will not be conveyed to anyone.
