Motion to accept the Selectmen’s Minutes of July 25, 2006 as written made by
Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

Violation(s)/Speeding on Lisbon Road/2 week Enforcement Study/Report
results to Board on 08/01/2006- Monitored both
Guy Desjardins, Chair-asks James Wood if the “Slow Children Playing” signs have been installed yet on these two roads. Mr. Wood responded that they have put up three signs. Would like to keep this issue on the Agenda as Unfinished Business so that in two weeks we can review the outcomes.
Thomas Fales, Police Chief- Also wanted to remind that Wednesday August 2nd the Police Department is having a senior citizens cookout from 11:00 to 1:00. Anyone is invited.
Treasurer’s Report:
$170,903.11. Delinquent Taxes collected as of 7/31/06 was $8,157.60.
Asked the Board to sign a
form given to her from Rani Allard, Tax Collector turning
over taxes to
2. Finalizing all expenditures and revenues for fiscal year end 6/30/06-Complete by
Friday 8/4/06. Lost the hard drive on her computer so this pushed up her completion date.
3. Staff Picnic-Wednesday 8/16/06-Requesting Boards approval to close all
Departments for 2 hours, 11:00-1:00. Would like to have it on a Wednesday so that the Transfer Station can attend.
Motion to allow all Departments to
close for two hours on August 16 for a Staff Picnic made by Selectman Gino
Camardese and seconded by Selectman Bill Henshaw.

James Wood, Road Commissioner-Progress on Elm Street- Starting tomorrow will be putting the hot top on. The crew has done well so far, no pipes have been broken.
Guy Desjardins, Chair-
Wants to know if these costs need to be paid this week. Would like to have the
whole Board of Selectmen present to discuss this. Asks
Jerry Sabins, Transfer Station Manager-Gino has the specs for our new roofs.
Gino Camardese, Selectman-Gino
wants to go out for bids for the new roofs and retaining wall for the Transfer
station. Would like
Jerry Sabins, Transfer Station Manager- Will need to have the retaining wall built first and to save some money we will wait for James Wood to do the excavating.
Guy Desjardins, Chair- I just have a couple of things on the Transfer Station. Everyone is doing a great job but no one is checking to see if vehicles have a pass. People from out of Town could be using our facilities.
Jerry Sabins, Transfer Station Manager- Question for the Chairman, you approached me last month, we were going to get together with Chief Fales to see about getting a reserve officer at the Station.
Guy Desjardins, Chair- Would like to have a reserve officer maybe once a month to monitor the Transfer station to verify that only residents are using the facilities. Chief Fales if you can get together with Jerry and discuss this, I know that this is not in your budget but we might be able to find the money elsewhere. Just one more issue with the Transfer Station, Jerry, one of your employees was wearing a bandana with the American Flag and had Hells Angels written on it. This is inappropriate wear for a Town employee. Jerry agreed to speak to the employee.
We need to figure out what night would be a good time to get all the Department Heads together.
Guy Desjardins, Chair- It could be any night but Tuesdays or Fridays. We should really get this done in early fall.
Robert Scott, EMA Director-will try to set this up for a Wednesday or a Thursday. We need to set up a disaster plan, not only for evacuation but also for an epidemic such as the bird flu.
Comments from the Floor:
Richard Behr, CEO-Announces that the Code Enforcement Office will be open on Monday but closed on Tuesday because of his birthday.
Robert Scott, EMA Director- Wants to find out about the Show Me Museum. Wants to investigate if they should be tax exempt. They never seem to be open.
Richard Behr, CEO- Stated that they are a tax-exempt organization. They have had a few shows. I do receive a letter from them every once in a while stating when they are going to have a show. We should be getting what the qualifications are for being tax exempt.
Guy Desjardins, Chair-
Donna our Tax Assessor could probably get this for us if she knows about our
concerns. Asks
Unfinished Business:
Guy Desjardins, Chair- We received a fax from MMA saying that we cannot amend an ordinance concerning excavations without passing it at a Town Meeting. We can leave the wording as is and bring it up at the Town Meeting in May. First we can provide a copy of the proposed change to the ordinance to our legal counsel to have them review it.
We would just need to change the heading of the ordinance because now
it would be more than just a Parking Control Ordinance,
it would be a Traffic Control/ Excavation Ordinance. Asked
until we can legal counsel.
Motion to table this issue until we
hear from legal counsel made by Selectman Bill Henshaw and seconded by
Selectman Gino Camardese.

New Business:
1.
Consolidated Plan, Employer Contribution 2.8%, approved at the Town Meeting. Signature requested. Only Chairman Guy Desjardins signature is needed.
2. Tax Commitment, Setup Workshop to review figures and set the tax rate.
Board of Selectmen to meet with

Tom Lyons,
Selectmen’s Meeting 07/25/06. He will be in attendance on 08/01/06.
Tom Lyons, Resident- has complained about his road since last year. The rain washes the road out and he ends up with all the sand in his yard. Would like a culvert put in front of his house to prevent the problem and is willing to pay for it. Pictures are shown to the Board to show the damage.
James Wood, Road Commissioner- Does not think that a culvert will work because of the extreme dip of the road.
Gino Camardese, Selectman- suggests
that a 20 to 30 foot rain lip be put
in.
Richard Behr, CEO- recommends putting in a French drain. Pressure treated wood and stones are used to drain the water.
Guy Desjardins, Chair- is willing to have the Town put in a rain lip. James Wood is willing to do the work to fix the road. Will keep this on the Agenda as Unfinished Business.
4. Sabattus Recreational Club-Requesting Community Room usage tomorrow
Night 8/2/06 for sport sign ups.

Guy Desjardins, Chair- Just a reminder that next Monday the Board of Selectman will attend the Sabattus Lake Dam Commission Meeting.
Also on this Sunday, at 5:00 p.m. on Sabattus Lake we have been asked
to have at least one Board member attend a boat ride to take a look at the dam,
Martin’s Point, the water level and the damage that’s been caused.
This is taking place with the Dam Committee and Board members from
Sabattus,
Would also like to get an official bid on the Town Office driveway to get it sealed, restriped and cracks filled in. Put an ad in the paper to put this up for bid. We can then open the bids on August 22nd.
Motion to enter into Executive Session with the Public Works Department to discuss personnel issues pursuant to 1MRSA Sec (6) (A) made at 7:55 by Selectman Gino Carmadese and seconded by Selectman Bill Henshaw.
