Selectmen’s Meeting Minutes

August 21, 2007

 

 Roll Call of Board of Selectmen:

Motion to accept the Meeting Minutes of August 7, 2007 made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

 All in Favor

 

Department Heads:

 

Gregory Gill, Town Manager

1.Review Delinquent Taxes- Delinquent taxes outstanding as of Friday August  17, 2007 is $163,637.73    

       consisting of 148 accounts. Delinquent taxes collected from Friday August 3 through Friday August 17 was 

       $7,336.09.  He will be sending letters to the two delinquent 2005 accounts.

 

Motion to accept the Treasurer’s report as read made by Selectman Gino Camardese and seconded by Selectman Mark Duquette .

All in Favor.

 

2.Town and School Check Reconciliation. Both reconciled to zero. Is planning on putting this information into a spreadsheet form which will show a total expense and revenue summary.

3.Discussion of the Sabattus School Checking Account-Wrote to MMA concerning turning over the School checking accountability to the Superintendent Office. They responded that the School Board would need to request this to be done.  Will keep this on the Agenda and report back to the Board in two weeks.

 

Jerry Sabins, Transfer Station Manager

1.       Requesting to Spend for Steel Material for New Door and Side Rails for Roll Off Can- Received two    

Bids. He is requesting to spend $844.00 for steel from T.W. Dick Co., Inc.  This will be the last major maintenance repair until next year.  This quote is for material only, the labor will be done by the Town which is saving $4000.00 by doing so.  The cost will be paid out of his regular maintenance account 31-14-09.

 

Motion to allow Jerry to take $844.00 out of account 31-14-09 to buy the steel from T.W. Dick Co., Inc. to repair the bin made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

Don Fournier Jr, EMA Director- Has brought in the laptop that was purchased last year. Asks if the Town’s computer expert can take a look at it as it is running very slow. Also states that there are no reports found on it, he has called Joanne Potvin, Androscoggin EMA Director, to see if any reports have been filed with her and none have been. Selectman Mark Duquette also asks about when the Town’s Department Heads will be able to meet to format our Emergency Plan. Don has already met with Joanne to discuss what the next step should be.

 

Comments from the Floor:

 

Resident Rick Lacombe-He lives at 25 Lisbon Rd. and has been calling all summer complaining of the noise level coming from Mixers. The Board responds that they will invite Mike Yohe, Mixers owner, to come to the next Selectmen’s Meeting and requests that Mr. Lacombe also attend so that the issue may be resolved.

 

Residents Maurice Bouchard Sr. and Edgar Maurice- Questions if the property taxes will be dropped. Both live at Oak Hill Park and have found that their property values have really increased.  Both residents have filed an abatement. The Board responds that our Tax Assessor is currently on medical leave and will go through each abatement  once she returns. She requests that every resident pay their first payment and any changes will be applied to their second payment.

 

Robert Gayton Jr. School Board Committee-Informs the Board that a meeting will be held concerning the School Consolidation on August 29th at 7:00 P.M. located at Oak Hill High School.

 

New Business:

 

1.       Androscoggin County Budget Committee-To elect committee members to represent District 1-Selectman Mark Duquette states that he and Selectman Gino Camardese attended the County Budget Meeting and met with the potential candidates. Ballot voted on and signed.

 

Motion to vote for Mike Bowie of Lisbon, Normand LaPlante of Sabattus and Phillippe Moreau of Greene made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

All in Favor.

 

2.       Androscoggin County 911 Center- Letter received from the Town Councilors of Mechanic Falls.

 

Motion to take no action until the next Selectmen’s Meeting on August 28th made by Selectman Paul Loesberg and seconded by Selectman Gino Camardese.

All in Favor.

 

3.       MDOT-Plowing of State Roads-Maine Department of Transportation has been in touch with the Town Manager  

        to see if the Town will continue to plow the State Roads.  A contract will be sent once we show interest.

 

Motion to forward to MDOT that we are interested in maintaining State Roads that we now plow upon approval of contract made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

4.       Wales Registrations-Town Manager Gregory Gill requests the opportunity to explore the possibility of doing 

        registrations for the Town of Wales as many residents come into the Town Office asking for this service.  This    

        would mean setting up a new revenue account.  An analysis would need to be done to see if this would benefit   

        the Town. 

 

Motion to adjourn at 7:15 made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.
