Selectmen’s Meeting Minutes

August 28, 2007

 Motion to accept the Meeting Minutes of August 21, 2007 made by Selectman Gino Camardese and seconded by    Selectman Mark Duquette.

 Four in Favor. Selectman Guy Desjardins was not present at the last meeting.

 

Department Heads:

Gregory Gill, Town Manager

   Review Delinquent Taxes- Delinquent taxes outstanding as of Friday August  24, 2007 is $159,092.04    

       consisting of 144 accounts. Delinquent taxes collected from Friday August 17through Friday August 24 

       was $4,830.52. 

 

Motion to accept the Treasurer’s report as read made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

2. Discussion of the Sabattus School Checking Account- to be continued on Sept 4, 2007.

 

John Hyde, Road Foreman- not present so Town Manager Gregory Gill informs the Board that Glen Dube is selling a 1989 plow truck. Selectman Mark Duquette went to check the truck out and tells the Board that Glen is willing to sell just the plow and wing for $900.00 or the whole truck for $2,500.00 to the Town.  Public Works have no spare plows or wings and need to replace at least two of them. Just the price of a new wing is about $4,000.00. This discussion will continue next week when Mr. Hyde is present.

 

Motion to postpone until next week’s meeting of September 4th made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

No vote needed.

 

Robert Scott, Fire Chief

       1.  Repairs needed on Engine #3-The frame is separating because rust is building up in between

            the double frames. There are also mechanical problems which would cost around $3,000.00 to fix. He is     concerned that even with            

             the repairs, the truck may not pass inspection. Feels that it would not be worth putting in $3,000.00 and wants the Board’s opinion.                        

             Don Fournier states that all the other officers of the Fire Dept feel the same way.  The Board also agrees.  Equipment can be taken

            off this truck and used on others. The truck could than possibly be put out for bid.

 

2.       Tires for Engine 6-The tires on Engine 6 will not pass inspection and he would like to purchase 4 tires for $1,664.28 from New England Truck Tire. This is a government price but does not include installation. The Board asks if this price includes shipping.  Bob will need to check on it. This will be paid out of his Truck Repairs Account.

 

Motion to allow Bob Scott to expend $1,664.28 for Michelin tires for Engine 6 made by Selectman Mark Duquette and seconded by Selectman Gino Camardese. Selectman Guy Desjardins amends the amount to $2,000.00. Vote taken on the amended amount of $2,000.00.

All in Favor.

 

3. Computer request for Fire Department Office-There are two spare computers from the Selectmen’s Office. 

       Asks if one could be used at the Fire Dept. The Board agrees that he may have one.

 

Don Fournier, EMA Director-Asks if his laptop has been repaired yet and is told that the Town’s computer expect has taken it to look at it. Also informs the Board the Androscoggin EMA Director, Joanne Potvin has set up a “White Powder Substance Training” on Sept. 13th at 6:30 at her office. She is asking the Police and Fire Departments to attend.

 

Unfinished Business:

1.  Androscoggin County 911 Center- Letter from the Town Councilors of Mechanic Falls, there are concerns that the consolidation to one Androscoggin County 911 Center will benefit the bigger Towns financially while increasing the costs to the smaller Towns. Currently Sabattus spends $3,000.00 a year on dispatching with United. There is also concern that the Town of Sabattus has no representation at the meetings. The Board asks that Robert Scott attend the next meeting. Selectman Mark Duquette and Town Manager Gregory Gill will also attend. 

2.  Wales Registrations- Will be continued on September 4th.

 

New Business:

1.    Resident Robert Pinard of 343 Middle Rd.-Asks the Board about his tax abatement papers. Mr. Pinard feels that his property was overly assessed and thinks that no one even came to look at his home.  Asks if he could have an answer by December 1st as his mortgage could go up because of the new taxes. The Board informs him that our Assessor is on medical leave and will be looking at the abatements once she returns. They assure him that he should receive an answer before his deadline.

 

2.    Mixers-Resident Rick Lacombe has had issues with the bass vibrations emitting from Mixers.  Owner, Mike Yohe is willing to work with him to resolve the issue.  He has dealt with other noise issues from the trailer park behind him and was able to resolve those issues.  He has changed the doors, windows and speakers and is looking into other alternatives to solve the bass problem. The Board asks both Rick Lacombe and Mike Yohe to work together to resolve the issue.

 

3.    Stormwater Phase II-The Town Manager went to the Stormwater Phase II Stakeholders Meeting held on 8-22-07 at the Auburn City Hall. He was told that the Town needs to amend its building permit to comply with the Stormwater requirements and that we need to ask if the building site is located within the Stormwater run-off region and if yes, if it is then disturbing more than one acre of land which includes the driveway. The Town Manager, CEO and Planning Board will be working together to draft a building permit. We will also need to join the Lewiston & Auburn Stormwater workforce and file the Phase II report together.

 

Motion to cancel the September 11th meeting made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

All in Favor.
