August 29, 2006

Motion to accept the Selectmen’s Minutes of August 22, 2006 as written made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

Three in Favor.  Two Selectmen absent to vote: Selectman, Steve Wood and Selectman, Mark Duquette.

 

DEPARTMENT HEADS:

Thomas Fales, Police Chief - Opening, Full-Time Police Officer Position.  Chief Fales, will start advertising. Applications received will be made available to the board members.  Chairman, Guy Desjardins mentioned to advertise on the MMA website.  Tracy Fabrizio, no charge to advertise a job posting on the MMA website.

Treasurer’s Report:

1.       Tax Years 2004 thru 2006, Delinquent Taxes outstanding as of 08/28/06 was

$144,131.53.  Delinquent Taxes collected from 08/18/06 was $6,445.62.

Motion to accept the Treasurer’s Report made by Selectman Bill Henshaw and seconded by Selectman Gino Camardese.

Three in Favor.  Two Selectmen absent to vote: Selectman, Steve Wood and Selectman, Mark Duquette.

 

Don Therrien, Fire Chief -

     1.  Requesting to purchase one tool box for E-5, three quotes received, money to be taken out of equipment account, equipment acct. balance $20,469.16.

JL Custom Fab. - Bowdoin, ME. $3,200.00, S&D Sheetmetal, Auburn, ME. $1, 655

Hahnel Brothers, Lewiston, ME. $1, 340 - Lowest Quote.   

Motion to accept Hahnel Brothers Quote in the amount of $1,340 for purchase of one tool box for Engine 5, fire department made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

Three in Favor.  Two Selectmen absent to vote: Selectman, Steve Wood and Selectman, Mark Duquette.

Chief Don Therrien, would like it noted that he will revisit this at the end of the fiscal budget year to possibly purchase the second tool box if money is available to spend.

2.       Ordering fire prevention items, amount to spend $1,050.50-dscussed, fire prevention acct balance $1,700.00.  Motion to allow Don Therrien, Fire Chief to spend $1,050.50 no greater than for fire prevention items made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

           Three in Favor.  Two Selectmen absent to vote: Selectman, Steve Wood and

           Selectman, Mark Duquette.

     3.  Talk about, Department Head Limit of Spending- requesting to raise it from $500.00 to $750.00   - Chief Don Therrien, very tough to buy items $500 or less.  Selectmen Bill, Not a good idea to raise it, Board of Selectmen is responsible for the budgets, good idea to keep it the same. Chairman, Guy Desjardins, looking at possibly reducing it to $250.00.  Board of Selectmen decided to continue this discussion next week when all board members are present.

     4.  Requesting all employees have picture ID’s, with employee signature, along with Board of Selectmen names on it.  Chief Therrien, finds it important to have a picture id when doing inspections and out in the public. Chief Fales mentioned that the town has a laminator. Chairman Guy Desjardins, the town does not have a machine for the bigger size picture ID’s, machine is expensive. Selectman, Gino Camardese suggested handing out business cards.  Eric Watson, Volunteer Fire Fighter suggested Staples.  Chief Don Therrien will check the cost for picture id’s at Staples.

     5.  Maintenance, Fire Trucks-Engine 3, breaks were gone, new brakes purchased and installed, Engine 4 - breaks were not adjusted right from Whited Ford, Town Mechanic adjusted them back.  Engine 5, broke down going to a call. Engine 5 is now being worked on at Ripley & Fletcher-not a major issue, will look at it.   Chief Don Therrien did contact Chairman, Guy Desjardins last week regarding the fire truck problems.

     6.  Set Up Scheduled Maintenance with Public Works Mechanic- Chief Don Therrien, thinks it is a good idea for all fire department trucks to be brought to the town mechanic for monthly maintenance checks. Fire Department expenditures will increase due to monthly maintenance checks.  Selectman Gino Camardese informed Chief Therrien to keep the board posted.

 

Richard Behr, CEO - Informed Board of Selectmen that he will be contacting the town attorney on some building issues.  He will be it quick and cheap as possible.  Somebody wants to build two cabins near Loon Pond without putting kitchens in.  He needs to know if that is legal.

 

Denis Castonguay, Planning Board Chair - The Planning Board Approved Donald Webber’s two storage buildings located on Route 126.

 

COMMENTS FROM THE FLOOR:

Denis Castonguay, Planning Board Chairman - Wanted to know what happened with the road side mower.  Chairman, Guy Desjardins, that is another issue that the board needs to talk with Jim Wood, Road Commissioner about.  The board instructed him to install it on the tractor it does work and it does work.  Apparently, he does not want to do it. He wants to be able to lift it hydraulically, can’t afford the $12,000.00 price tag.  The board will be speaking with Jim.

 

Unfinished Business:

  1.  Municipal Building Cleaning / Janitorial Services -  Tracy Fabrizio working on Bid Request & Specifications. All information will be provided to Board of Selectmen next Tuesday, 9/5/2006.

  2.  Violation(s)/ Speeding on Lisbon Road, Enforcement Study-Chief Fales report results to Board 8/29/2006.  Chief Fales, nothing different reported.  One traffic warning issued.  Chairman Guy Desjardins, mentioned to possible purchase a speed limit sign with two orange flags. Anything that will alert people of decrease in speed limit.

 

Selectman, Mark Duquette joined the meeting at 7:15 p.m.

 

  3.   Bid(s) Request;  Municipal Parking Lot, Sealed, Re-striped and cracks filled in

  - 1 Bid Received & Opened on 8/22/06, Lemay’s Asphalt Maintenance & Parking Lot Striping. Tabled from 8/22/2006, Request cost for 1 coat of Sealer instead of two. $5,425.00 for 1 coat.                                      $2000.00 in current fiscal budget available.  Capital Improvement Carrier Over - Not Audited.  Currently not enough money in budget - No action taken.

-Concrete Retaining Wall at the Transfer Station Bid - 2 Bids Received and Opened on 8/22/06, Crowley’s Concrete and CCR LLC. Selectmen, Gino Camardese to contact Mr. Crowley for detail of specifications and report back to Board on 8/29/2006.  Response back from Mr. Crowley, He has a cross section showing the rebar location.  Four thousand pound concrete, $100 more-estimating 20 cubic yards of concrete. Footer size 10’ x 20’.

Motion to accept Tony Crowley’s Bid for Concrete Retaining Wall at the Transfer Station in the amount of $5000.00. Payment upon Inspection approval by Richard Behr, Building Inspector and completion of project.  Motion made by Mark Duquette and seconded by Selectman Gino Camardese.

Four in Favor.   Selectman, Steve Wood absent from meeting.

 

Roof over Metal Bins & Roof over Appliance Slab - Selectman, Gino Camardese received contractors list from Florence Behr.  On Thursday he will mail out detail specifications to all contractors on list. 

 

  4.   EMA, Two Hour Workshop Thursday, 09/28/2006 at 6:30 - Mandatory for all department heads.   Informative meeting - To put a Sabattus Evacuation Plan together.               

 

  5.   Gas/Diesel, Bid Request- Selectmen, Gino Camardese and Mark Duquette all set- all necessary information to include gallon usage for the past two years submitted to the appropriate vendors.

 

 

 

 

 

 

New Business:   

1.       Mid-Maine Waste Action Corporation-Disposal Service Contract Expires 8/31/2006-Request to renew-Renewal Contract reviewed and signed by Board of Selectmen.  Jerry Sabins will mail and also inform Mid-Maine Waste Action Corporation to send all correspondence including renewal contracts to Board of Selectmen directly. Motion to accept Mid-Maine Waste Action Corporation, Renewal Contract made by Bill Henshaw and seconded by Gino Camardese. Four in Favor.   Selectman, Steve Wood absent from meeting.

2.       Community Room Use Request - Scott Lansley, Sabattus Rec. Club-9/10/2006, 3:00 to 8:00 pm. For Coach Training.  Tracy Fabrizio informed Board that the Girl Scouts will be utilizing the room.  She has already left a message for the Girl Scouts Leader to contact her back with a confirmation that they can utilize the Board Room instead of the Community Room.   Continue to next week’s Selectmen’s meeting.  Scott Lansley also requested to utilize the power point projector, board discussed.  Chairman Guy Desjardins, high ticket item-for Department Heads only, but it is for the Sabattus Rec Club and  utilized within the building- keep in mind when it is discussed next week.

3.       MMA-Invitation to an informational meeting ,”Taxpayer Bill of Rights” or “TABOR” initiative.

Department Heads should be available to attend this meeting; Wednesday, 9/6/2006 at 6:30 p.m. at the Colisee.  Chairman, Guy Desjardins requested Tracy Fabrizio to possibly set up a meeting for Geoff Herman to meet here with the Board, Department Heads and Committee members to discuss ”Taxpayer Bill of Rights” or “TABOR” initiative.

 

4.       Purchase Order- New Dump Truck for Public Works-tabled from 8/22/2006

Selectman, Steve Wood requested a copy of the purchase order, he is absent tonight.

Chairman Guy Desjardins, requested this to be continued to the next Selectmen’s Meeting 9/5/2006.

 

Motion to adjourn regular session at 7:40 and go into executive session made by Selectman Mark Duquette and seconded by Selectman Bill Henshaw.  Four in Favor.   Selectman, Steve Wood absent from meeting.
