Motion to accept the minutes of January 23rd made by Selectman Gino Camardese and seconded by Selectman Steve Wood

Department Heads:

 

Tracy Fabrizio, Town Administrator & Treasurer-

Review Delinquent Taxes-Taxes outstanding as of 1/26/2007 is $98,966.07 consisting of 90 accounts. Delinquent taxes collected from 1/19/2007 through 1/26/2007 was $1,192.12. Last week an account was paid off and not included in the totals in the amount of $ 1,365.54. Three accounts that had received foreclosure notices have been paid off this week.

 

Motion to accept the Treasurer’s Report as read made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

 

     2. Requesting Board of Selectman’s approval, Janitor pay increase from $9.50 to $10.50. He is doing a great job 

         and the funds are available in the budget.

 

Motion to increase the Janitor, Robert Simoneau’s pay from $9.50 to $10.50 an hour made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

All in Favor.

 

Gary Labonte, Public Works-Has an estimate for truck 6 from Sabattus Truck Sales.  It is a spare truck because the new one is in. The cost is $1,900.00 to fix it; this could wait until spring and to be put on next year’s budget. If any downtime occurs in the Town Garage, little items could be fixed. Also has a list of repairs for other trucks. Public Works could fix most of the problems with maybe one truck going out for repairs. PW also needs six 10- foot cutting edges and one 11- foot carbide cutting edge all of which totals $1,549.00. This could be paid for out of the Cutting Edge and the Center Line accounts.

 

Motion to take the money out of the Cutting Blade account and the rest out of the Center Line Account but no more than $1,600.00 made by Selectman Guy Desjardins and seconded by Selectman Gino Camardese.

Jerry Sabins, Transfer Station Manager

1.        Two quotes/proposals received, for vinyl siding, metal and freon building, opened on 1/23/2007 to continue on

2/6/2007.

2.        Requests, Board of Selectmen’s assistance in the direction with the wood and demo retaining wall 2007-2008

        budget.  The sanitary slabs are caving, would like to set up a workshop to see how much it would cost to have

        either Public Works or a contractor to do the work. The Board would like Jerry to call St. Lawrence or Dube to

       get a rough idea of the cost.  This will be on next year’s budget.

 

Donald Therrien, Fire Chief- Firefighters training, request Board of Selectmen’s approval to pay out of state training.

James Avery is here to speak for the Chief.  Three firefighters would like to attend classes in Maryland on April 28th and 29th.  The classes are for Arson Detection and for Strategy & Tactics for Operations. The Town of Lisbon is paying for one of the classes. Requests approval for both the classes and the flights to be paid. Meals and lodging are supplied with the classes.

 

Motion to allow no more than $700.00 for the firefighters classes made by Selectman Gino Camardese and seconded by Selectman Guy Desjardins.

4 in Favor.  Chairman Bill Henshaw opposes.

 

Normand LaPlante, Search Committee for Town Manager-not present but Selectman Gino Camardese speaks for him. Lets the Board know that the committee has come up with an ad for Town Manager and would like the Board to look over it. Should get a quote from MMA on what the cost will be for their part on Monday.

 

Comments from the Floor:

 

Tracy Fabrizio, Town Administrator- Requests for 15 minutes from the Board after the Executive Session.

 

Unfinished Business:

1.        Transfer Station, compactor-motor switch problem, continued from 1/23/07.  Selectman Mark Duquette requested proposal in writing. Mark spoke with Stevens Electric; price is contingent on being able to pull out the service wires.

 

Motion to table this issue until April 3rd, 2007 made by Selectman Guy Desjardins and seconded by Selectman Gino Camardese.

All in Favor.

 

2.        Our Lady of the Rosary Church, requesting Blanker Letter of approval for Beano/Bingo & Game of Chance. Continued from 1/23/07. Paperwork is signed by all Selectmen.

3.        Volunteer Firefighter Blanket Accident Coverage, new program through MMA’s broker, HUB International New England- cost is $52.48 per volunteer per year. Coverage to start as of January 1, 2007. Paperwork is signed.

 

Motion to enter into Agreement with MMA Firefighter Accident Blanket Coverage with cost of $52.48 per firefighter per year made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

 

New Business:

1.        Maine School Management Association- Legislative Alert, Public Hearing scheduled on Consolidation Legislation.  The Superintendent’s Office has mailed this asking the Board to attend this meeting on February 5th at nine a.m. Selectman Gino Camardese may attend.

 

Tracy Fabrizio, Town Administrator-Regarding property taxes, a resident has outstanding 2005 taxes.  This was supposed to have been taken care of when she filed for bankruptcy but wasn’t because a “Proof of Claim” was never filled out.  Her attorney is claiming that we did receive one.  She is willing to pay the back taxes of $ 860.40 if the Board is willing to wave the interest and costs of $136.31. Taking the $860.40 will save us attorney fees.

 

Motion to wave the interest and fees made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

All in Favor.

 

Workshop with Bruce Nadeau concerning the audit was cancelled tonight and will be rescheduled for next week on Tuesday 2/6/07.

 

Motion to Move into Executive Session with Public Works, pursuant to 1MRSA, Sec. 405, (6) (A), with a 10 minute break made by Selectman Gino Camardese and Seconded by Selectman Mark Duquette at 7:40 PM.          

 

An open session is requested.  The Board thought that the Road Commissioner was taking a five- week vacation. The Road Commissioner felt that he was on Administrative leave. He requests that he stay on a paid Administrative leave until his term is up.

 

Motion that the Road Commissioner stay on Administrative leave until March 1st and then to get what the employee policy says is owed to him made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

4 in Favor.  Steve Wood Abstained
