Selectmen’s Meeting Minutes

July 17, 2007

 

 Roll Call of Board of Selectmen:

 Present:  Bill Henshaw, Chairman

 Absent : Guy P. Desjardins, Selectman

Motion to accept the Meeting Minutes of July 10, 2007 made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

Three in Favor. Selectman Mark Duquette abstained as he was not present at the last meeting and Selectman Guy Desjardins was absent.

 

Department Heads:

 

Gregory Gill, Town Manager-

1.       Review Delinquent Taxes-Delinquent taxes outstanding as of Friday July 13, 2007 is $44,724.86 consisting of 48 accounts. Delinquent taxes collected from Friday July 6 through Friday July 13 was $2,143.91. Also informed the Board that the Police Department delivered 30 day lien notices.

 

Motion to accept the Treasurer’s report as read made by Selectman Gino Camardese and seconded by Selectman Mark Duquette .

All in Favor.

 

2.       Requesting to purchase a new server for the Town Office-Informed the Board that there is enough money in the budget to purchase a new server.  Has received three bids.  Chief Fales recommends New England Networking, Inc at a cost of $3,236.20. 

 

Motion to approve $3,236.20 to be paid to New England Networking, Inc. for a server for the Town Office made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

All in Favor.

 

3.       Town and School Check Reconciliation-Both reconciled to zero. Greg also mentioned that he is having problems with the Superintendent Office and their issuing checks with no warrant. Their last Accounts Payable was run with no warrant, so the Town was not notified to transfer funds into the School checking.  The Board suggests that the School Board and School Superintendent both attend next Tuesday’s Selectmen’s Meeting.

4.       Animal Shelter-Chief Fales has informed the Town Manager that the Shelter is no longer being used.  Asks the Board permission to have the phone, water and heat turned off. The Board suggests that all utilities be turned off.

 

John Hyde, Road Foreman-

1.       Request Electrical Upgrade for Compressor-this will continue on July 24th.

2.       Discuss safety works walk thru-will continue on July 24th.

 

Jerry Sabins, Transfer Station Manager-Jerry is on vacation so Bertrand Larochelle speaks for him.

1.       To hire a part-time recycling attendant-Requests that the Board hire William Dailey of Sabattus. Would like to have him trained on switching cans so that Jerry won’t have to be called in to do it.

 

Motion to hire William Dailey at $7.75 an hour, part-time, pending a background check made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

Robert Scott, Fire Chief- Requests that the workshop scheduled for July 24th be postponed to a later date. Since the Board will be busy with tax commitments, they suggest rescheduling on August 21st. The Board also suggested that he locks the trailer that is being used as a storage shed.

 

COMMENTS FROM THE FLOOR:

 

Steve Wood-Asks the Board if the Town has received the $49,000.00 from the State for the paving of roads because he doesn’t see it in the Budget.  Town Manager Gregory Gill explains that the carryover from last year has not been done yet. Also asks if Terry Circle is due to be paved. He is told that Public Works is planning on working on the Marsh Road area.  Greg also informs him that he is planning on forming a Road Committee in the future and asks him to join.

 

Steve Wood-Inquires if any of the Selectmen are planning on sitting on the Reorganization Sub-Committee that the School District is forming. Gregory Gill informs him that he will be sitting in. Steve is also planning on submitting his name.

 

Robert Scott, Fire Chief-Has received a bill from Walmart that is supposed to be paid by a grant received last year but since the carryovers are not in the budget, he will be unable to pay it. Greg responds that he will try to get the carryovers done by the next warrant.

 

New Business:

1.       Add two street lights-One to be located on pole #3/170 which is on the corner of Williams and Bowdoinham Roads. The other to be located on pole #3/139 which is on the corner of Sutherland and Bowdoinham Roads. Selectman Gino Camardese had two police officers check out the two intersections.  There is enough money to cover the expense of these two lights.

 

Motion to add two lights, one at Williams and Bowdoinham Rd and one at Sutherland and Bowdoinham Rd not to exceed our budget made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

2.       Nomination for the Androscoggin Budget Committee-this will be continued on July 24th.

 

Motion to go into Executive Session at 7:10 for discussion of confidential records pursuant to 1MRSA, Sec.405,(6) (F) after a ten minute break made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor

 

Motion to move out of Executive Session and go into regular session at 7:37 made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor

 

Motion to adjourn at 7:38 made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.
