Motion to accept the Selectmen’s
Minutes of July 18,2006 as written made by Selectman
Gino Camardese and seconded by Selectman Mark Duquette.
Four in favor. Selectman Bill Henshaw abstained from voting as he
was not here for the last meeting.

Tax Year 2006, Delinquent Taxes Outstanding as of 7/21/2006 is $130,967.33.
122 Tax Liens processed and recorded on 07/21/2006 for tax year 2006. Total amount liened: $127,768.57. ($130,967.33-127,768.57=$3,198.76 are supplemental tax bills that do not go to lien at this time.)
Motion to accept the Treasurer’s report made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

James Wood, Road Commissioner-
The work on
Chair Guy Desjardins- Have only received one phone call regarding the project. It was concerning the detour signs when the project just started. Now the residents are getting used to it.
Gino Camardese, Selectman- Commented that the Public Works summer help are doing a great job mowing lawns. Even the flower gardens were weeded.
Mark Duquette, Selectman- Was at the Transfer Station on Sunday and was told that someone in a blue truck came down and loaded two loads of lumber and firewood. Do you know anything about that Jim?
James Wood, Road Commissioner-That is why Mike Dupuis is here this evening. It was wood that was not any good for anything. We hauled it back up here because nobody wanted it. Mike thought that maybe he could split it so I told him to go ahead and get it.
Mike Dupuis, Public Works- offered to pay for the wood.
Chair Guy Desjardins-Asked James what kind of wood was left. Wanted to know if any of it could be used for GA recipients.
James Wood, Road Commissioner- The wood was really junk wood. When residents want wood, they want it split and ready to burn.
Mark Duquette, Selectman- We can offer it to residents and see if they want it.
Chair Guy Desjardins- Asked Bert Larochelle from the transfer station if everything was going well during Jerry Sabins absence and received a positive response. Informed that in the next couple of weeks they will get the specks together for the roofs at the Transfer Station and then can ask for bids.
Gino Camardese, Selectman- Heard from the Urban-Rural Initiative Program. The Town will receive $49,492.00 in four installments of $12,373.00 in September 2006, December 2006, March 2007 and June 2007. This is our DOT money.
Chair Guy Desjardins- The problem with this is if we’re planning on tarring roads this year with the $50,000.00, we won’t receive the last two payments until next year.
Jon Mennealy- Charter Committee Chairman- Asked if the sand shed at the Transfer Station gets filled during the summer. Has seen pick up trucks getting filled with sand. Shouldn’t this be closed during the summer months?
Guy Desjardins, Chair- If someone sees this is happening, it should be stopped.

Denis Castonguay, Planning Board Chair- New Planning Board secretary. Her name is Rebecca Vincent. And since we were one member short, we moved Greg Provost from alternate to member.
Guy Desjardins, Chair- Received a call from the new owners of Louis Landing, who wants to turn it into a car lot. Apparently he is having some disagreements with Mr. Behr and I told him that he needed to take them up with him. Where are they in that process?
Denis Castonguay, Planning Board Chair-They came to the Planning Board this month and presented the board with a parking plan. The Board wants specifics on how many cars will be on the lot. He also had no parking for customers. They also need to remove three parking spaces so that they can be used by customers. And they need to have their property lines surveyed before a license is issued. It is also mandatory that the business has green space in front and in back of the business. No vehicles can be allowed to park on it. One of the conditions will be no junk cars. Any junk would have to be stored either in or behind the building.
Jon Mennealy, Charter Commission Chair-Charter Timeline- Amedeo J. Lauria is now preparing it for a final reading. Not sure if they will get the Charter done on time. It needs to be done by August 7th. We are asking the Board of Selectmen to approve an extension. This will not effect our final date, it just allows us to go pass our preliminary filing date. Would like to get an extension of 60 days which would make it October 7th.

seconded by Selectman Bill Henshaw.

to know about the legal fees. Is
the lawyer going to be needed only for the review process? Was
told that the lawyer will also be present for the public meeting to answer any
questions. Would like to receive an itemized bill. Asked Jon if he needed a
letter of extension. Will have
Denis Castonguay, Planning Board Chair- asked about the parking ordinance.(which is included in unfinished business)
Unfinished Business:
1. Chief Tom Fales, requesting the Board of Selectmen to amen the Parking & Traffic Ordinance to include: any person wanting to close a road in Sabattus Must notify the Police and Fire Department in advance to road closure.
Gino Camardese, Selectman-Per Maine Municipal- the municipal officers have the exclusive authority to enact and amend traffic control ordinances.
Guy Desjardins, Chair- need to incorporate items A thru D in the closing of Streets into the Parking and Traffic Ordinance.
Steve Wood, Selectman-should replace Section 22 of the ordinance with items A thru D and make 22 into Section 23 and 23 into Section 24.
Guy Desjardins, Chair-Would like to have the ordinance retyped and ready for the next meeting. Next week will be the first reading of the ordinance. An amended date will be added. Put this on next week’s Agenda under New Business.
2. Sanitary Sewer System located in the municipal Building-Issues/Problems with system. Issued Tabled; from Selectmen’s 06/20/2006- Working Progress-Verification of Pipeline is 4” completed by Ron’s Service Co.
Gino Camardese, Selectman-Had a plumber come in with a camera, under the whole floor there is a 4” cast iron pipe. There is nothing in the pipes, they are clear. I have everything in writing. Seems that removing the concrete from the other end cleared the problem.
New Business:
Steve Wood, Selectman-Ahead
of schedule on the storm water runoff. With the roof that we will be
putting on the metal and the refrigerator at the Transfer Station, which isn’t
required yet but it’s a big step. With this we won’t have to test
the water which if they did and found heavy metals, we would have to do soil
testing. DEP likes this idea. If anyone wants to read this report they can see
Gino Camardese, Selectman- I would like to question why they did not circle Saturday on the license.

application that they submitted, it would keep them from operating on Saturday.
We will table this until the end of the meeting. Gino Camardese will call later
to verify with the American Legion.
3. Tom Lyons,

Duquette, Selectman- Showed
Steve Wood a picture of the situation. It should be an easy fix. The road is
breaking away.

Wood, Road Commissioner- A
crew went out on Monday morning because Mr. Lyons called the office on
Friday. Mr. Lyons called and said that
he was not satisfied with the work done.
Claimed that sand was used instead of gravel. The road slants and when it rains it will
wash out even with a cold patch.

Thanked James Wood for responding to the problem as quickly as he did. Asked Steve Wood to drive by after the meeting to check on the
situation.
Motion to take a ten-minute recess so that Gino Camardese can call the American Legion made by Selectman Mark Duquette and seconded by Selectman Steve Wood.

Motion to approve the application for a license to Operate a Game of Chance made by Selectman Bill Henshaw and seconded by Selectman Steve Wood.

Guy Desjardins, Chair- Only accepted the phone call to change the application because the American Legion needed this approved before August 1st and the Board does not meet again until then.
