Motion to accept the Meeting Minutes
June 5th 2007 made by Selectman Gino Camardese and seconded by
Selectman Paul Loesberg.

Animal Control Budget-Informs the Board that Animal Control
has a balance of $3,545.00 between his revenue and budget accounts for this
year, which could be used to help purchase the new truck. Selectman Mark
Duquette would like to know what truck is going to be purchased before agreeing
and also asks that a no- appropriation clause be put into the lease. Chief Fales will speak with Lisbon Chief
Brooks about the cost. This will be continued on next week’s agenda.

Motion to sign the Humane Society
Contract for one year made by Selectman Gino Camardese and seconded by
Selectman Paul Loesberg.

& Treasurer- Delinquent Taxes Outstanding- As of Thursday 6/07/07, delinquent
taxes were $51,790.78 consisting of 52 accounts. Delinquent
taxes collected from June 1, 2007 through Thursday, June 7, 2007 was $2,715.00.
Motion to accept the Treasurer’s
report as written made by Selectman Mark Duquette and seconded by Selectman
Gino Camardese.
All in Favor.

Fiscal Year 2007-2008 Mil-Rate(Tax Rate) Update-The minimum mil rate could be 12.79 with no overlay, the
maximum could be 13.43.
John Hyde, Road Foreman-Informs the Board that

1. Brush Grinding, P.R. Russell, Inc. Insurance Information- This was continued from last week.
Has received copies of the company’s workers’ compensation and liability
insurance. The Board reviews both
policies.
Motion to go into a one year
agreement with PR Russell Inc. for brush grinding made by Selectman Gino
Camardese and seconded by Selectman Paul Loesberg.
All in Favor.
2. Requesting to buy two roll off cans-The existing two containers have safety issues and
would cost between two and three thousand to fix. They could be sold to a scrap
yard. Two bids were received for new cans: Atlantic Recycling Equipment LLC for
$8110.00 and Maguire Equipment Inc for $9,010.00. The cost would come out of
his Escrow Equipment Replacement Account. The cans are for Demo and Wood.
Motion to purchase two 40 yard open
top containers from Atlantic Recycling Equipment made by Selectman Gino
Camardese and seconded by Selectman Mark Duquette.
All in Favor.
Andre Marquis, EMA Director- Workshop
for Sabattus Emergency Evacuation Plan- next workshop 6/19/2007 or postpone after 7/1/2007 for new
Town Manager to participate. The Board decides to wait until the new Town
Manager starts.
Patrick Madden, Budget Committee
Chairman- He is not
present but Amedeo Lauria
will speak as a member of the Committee. Asks the Board if it is true that
petitions are being circulated to have a re-vote on the Town Meeting. The Town
Clerk informs him that there is a petition to bring back the Articles that had
been cut. Unlike the School Budget Articles, unless the taxes have been
committed for the year, there is no time limit of 15 days to redo the vote. But
this will change once the new Charter takes effect on July 1st. Amedeo also states
that the Budget Committee will be looking into finding ways to get people to
attend meetings the first time to save the Town the cost of redoing them.
Comments from the floor:
Jerry Sabins, Transfer Station
Manager-Did a survey
at the Transfer Station to see what days the residents would prefer that they
stay open. 72 residents wanted them open on Friday & Saturday, 237 for
Saturday & Sunday and 256 would prefer Wednesdays & Saturday. Selectman Guy Desjardins feels that the survey
should have been put together by the Board of Selectmen. This item will be
discussed later at a scheduled workshop.
Steve Wood-Concerning the ACO truck, suggests
that we inform the Town of
Michael Yohe,
Mixers owner-Tells
the Board that he has received some noise complaints on Fridays. He is trying
to get some noise reducing boards but is not sure if they would be flame
retardant. Asks the Board if they have received any complaints and the response
is no. Chief Fales spoke in defense of Mixers, he
feels that Michael Yohe is doing the best he can to
keep the noise level down. He said that one night the department had received a
noise complaint and when they responded, they found that Mixers was not even
open.

Board of Appeals, new member, Andre
Castonguay-Board to
review and sign appointment papers.
Motion to appoint Andre Castongauy to the Sabattus Board of Appeals for one year
made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.
All in Favor.

Intrepid Bids Received (4)
Amber Damon
$2,601.00, Bill Waterman $1,652.00,
Motion to accept the bid from Amber
Damon for $2,601.00 and if not taken to accept $1,710.00 from Bill Cote made by
Selectman Paul Loesberg and seconded by Selectman
Mark Duquette.

3.
Introduction of New Town Manager-The Board announces that Gregory Gill
has been hired as Town Manager. Contract to be signed by the Chairman Bill Henshaw.
Motion to authorize the Chairman to
sign the contract with Gregory Gill to hire him as Town Manger as of July 1st
made by Selectman Guy Desjardins and seconded by Selectman Gino Camardese.
All in Favor.
4.
Martin’s Point-Selectman Guy Desjardins has received
a phone call from a resident who voices concerns about activity at the Point
after dark. Asks if a sign could be put up to regulate the hours and to set
rules. Richard Behr states that there is nothing to prevent us from doing so.
Selectman Guy Desjardins suggests getting a new sign and to do some research to
see if a gate can be erected.
Motion to take a five minute break at
7:35 and then go into a workshop with Jerry Sabins made by Selectman Guy Desjardins
and seconded by Mark Duquette.

Motion to
move into Executive Session at 8:20 for matters pursuant to 1MRSA, Sec.405,(6) (A) made by Selectman Mark Duquette and seconded by
Selectman Gino Camardese.
