Selectmen’s Meeting Minutes

June 5, 2007

Motion to accept the Meeting Minutes of May 29th made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

Department Heads:

 

Thomas Fales, Police Chief-

1.       Hands the Board restitution for the vandalism done on street signs. This is the second payment made to pay for the cost of cleaning the signs.

2.       Police Cruiser-Informs the Board that on Friday night someone backed into one of the cruisers as they were parked at the Mall. This was a hit and run. The damage to the cruiser is $391.00.

3.   Greater Androscoggin Humane Society, Agreement for Services. Jeffrey Cooper the Animal Control Officer is in favor of the agreement because of the conditions of our shelter. If not, we will need to put more money into it. Selectman Guy Desjardins questions how this will be paid for since his budget was cut.  There is also a question on if the Town of Lisbon is going ahead with the purchase of a new truck.  The Chief responds that there may be money left over in this year’s budget to cover the cost of the truck. The signing of the contract will be continued on next week’s agenda.

 

Tracy Fabrizio, Town Administrator & Treasurer- Delinquent Taxes Outstanding- As of Friday 6/01/07, delinquent taxes were $54,445.50 consisting of 52 accounts. Delinquent taxes collected from May 25, 2007 through Friday June 1, 2007 was $3,144.01.

 

Motion to accept the Treasurer’s report as read made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

John Hyde, Road Foreman-Informs the Board that Pat Cyr has started to work on Webster Corner Rd today.  He has the hot top cleaned up but is waiting a few days to let the water drain off so that he doesn’t lose any more gravel.  Also Selectman Gino Camardese has received paperwork for a 406 litigation grant from the State and will be sending it in to the State by the end of the week.

 

Jerry Sabins, Transfer Station Manager-Has received two proposals for grinding the brush at the Transfer station. There will be zero cost to the Town as long as they can keep the material. The two companies are Craig Marshall and PR Russell.  Jerry recommends that they go with PR Russell because he is easier to get a hold of. The Board suggests that he asks for a copy of proof of insurance before making any agreements. Jerry will also need to meet with the Board to discuss how to deal with the cuts in his budget.

 

Andre Marquis, EMA Director-Informs the Board that Joanne Potvin, Androscoggin EMA Director will be available on June 19th for our Emergency Planning.

 

Comments from the Floor:

 

Steve Wood- Asks the Board if a new Town Manager has been hired yet. He is told that the Board is meeting with a candidate later that night to finalize the possibility of his employment.

 

Mara Beth Duncan-Asks about a new dead-end sign for Fields Road. Foreman John Hyde has already ordered one.

 

Tracy Fabrizio, Town Administrator- Informs the Board that Scott Lansley has requested the use of the Boardroom for Sunday June 10th.  It will be used for football registrations from 12 to 4 and for a coaches meeting from 5 to 8.

 

New Business:

1.       Planning Board Letter-Elected new Chairman; Polly McCauley and Vice Chairman Marcel Deforge. Newly elected member is Jim Cyr.

 

Motion to appoint James Cyr as an alternate Planning Board member made by Selectman Guy Desjardins and seconded by Selectman Gino Camardese.

All in Favor.

 

2.       Community Room Usage Request- Sabattus police Department on June 6, 2007 (Rain date is June 13, 2007) Chief Fales informs the Board that a barbeque is being held for the Senior Citizens of Sabattus.

 

3.       State of Maine Department of Public Safety Liquor Licensing-notification to municipal officers regarding final selection for an agency liquor store license. This notification informs the board that Oak Hill Cash Market has applied for this license.

 

Chairman Bill Henshaw also reminds everyone that next week’s Selectmen’s Meeting is being postponed from Tuesday June 12th to Wednesday June 13th.

 

Motion to move into Executive Session at 7:05 after a five minute break for matters pursuant to 1MRSA, Sec.405,(6) (A) made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

 All in Favor

 

 Motion to move out of Executive Session at 9:27 made by Selectman Mark Duquette and seconded by Selectman Paul Loesberg.

All in Favor
