SELECTMAN’S MEETING MINUTES

March 13, 2007

 

 

Roll Call of Board of Selectmen:

Accept the Selectmen’s Meeting Minutes of 2/20/07, 2/27/07 & 3/6/07.

 

Motion made to continue this until next week’s meeting when the full Board is present made by Selectman Paul Loesberg and seconded by Selectman Guy Desjardins.

All in Favor.

 

Department Heads:

 

Thomas Fales, Police Chief- Handed in two copies of the Police Budget proposal to Tracy. One copy for the Budget Committee and one for the Board of Selectmen.

 

Tracy Fabrizio, Town Administrator & Treasurer-

Review Delinquent Taxes-Delinquent taxes as of 3/9/2007 is $72,182.77 consisting of 63 accounts. Delinquent taxes collected from 3/1/07 through 3/8/07 was $3,242.24. There is currently one foreclosure outstanding that the Town attorney is reviewing.

 

Motion to accept the Treasurer’s report as read made by Selectman Paul Loesberg and seconded by Selectman Guy Desjardins.

All in Favor.

 

  1. Public Works Lockers- Review with Board of Selectmen, request to purchase- continued from 2/27/07. Tracy was able to get a lower cost from Staples of $2,079.82.  She was also able to save an additional $977.00 on the rain gear and heavy winter clothing that was approved by the Board a few weeks ago. This will be paid from the Public Works garage tools account.

 

Motion to purchase 8 lockers from Staples in the amount of $2, 079.82 made by Selectman Guy Desjardins and seconded by Selectman Paul Loesberg.

All in Favor.

  1. Budget Workshop- Requesting Board of Selectmen, Department Heads and Budget Committee to meet on 3/20/07 after the Selectmen’s meeting to review budgets. Board Members present agree to this.
  2. Review Property Tax Account-with resident for tax lien filed/recorded erroneously-was scheduled for Tuesday 3/20/07 at 7:15, is rescheduled for 3/20/07 at 6:00.

 

Gary LaBonte, Acting Road Commissioner-Informed the Board that a resident wants to use the downed trees behind the Transfer Station as firewood if no one wants it.  Selectman Guy Desjardins informed him that the Board will think on this and to bring this back to the Board in a few weeks.

  1. Chainsaw Training sponsored by DOT- for the crewmen, scheduled on 3/29/07, no cost to the Town. The lecture will be held at the Municipal Building and then the hands on training will be off site.
  2. Trenching and Excavating Training in Mexico-Asks the Board’s approval for 4 crewmen to attend. Does not know who is sponsoring the training. Briefly leaves the meeting to get the information. It is being sponsored by Maine Rural Water Association and Tim, Dave, Matt and Jeff will attend.

 

Motion to approve the Training in Mexico made by Selectman Guy Desjardins and seconded by Selectman Paul Loesberg.

All in Favor.

 

4. Backhoe repairs- Handed the Board a repair order proposal from Mike Hannigan in the amount of $197.40. It may need additional work because it is difficult to locate what is wrong with it. If it acts up again, they will halt the machine and get it checked. Chair, Bill Henshaw asks for the status on the other trucks. Gary answers that Truck #2 has a cylinder out and a few tucks still have oil leaks.  But things are improving.

 

 

Donald Therrien, Fire Chief

Hydraulic reel system for the “jaws of life”-continued from 3/6/07. Chief Therrien requested that this be taken off the Agenda.

 

Robert Scott, EMA Director- Met with the Sabattus Dam Commission to discuss an emergency evacuation plan regarding Sleeper Dam.

 

Denis Castonguay, Planning Board Chair-Requests one alternate member. Selectman Guy Desjardins had requested that this be advertised on the website. Tracy will submit a request to Chief Tom Fales.

 

Search Committee for Town Manager-Steve Wood a member of the Committee informed the Board that the advertising will expire on 3/18, but is unsure when applications need to be turned in.  Tracy Fabrizio mentioned that she has not seen it advertised in the Sun Journal.  Steve said that he will look into it.

 

Comments from the Floor:

 

Mara Beth Duncan- asks the Board where the money will come from for the Public Works training. The Board approved it will come out of the overtime account.

 

Michael Yohe, Mixers owner-Wanted to thank Mark Duquette who assisted on his personal time when a pipe broke at the club. He thought it was great that town people would help on their personal time. Also wanted to thank Officer Matt Prince who also assisted on this issue and other issues in the past.

 

New Business:

 

  1. Board of Selectmen: Elect Chairman, to continue on 3/20/07, when all Board Members are present.
  2. Fire Chief, Board of Selectmen to appoint- to continue on 3/20/07.
  3. Announcement: No Selectmen’s Meeting on 4/3/07. Sabattus Emergency Plan Workshop from 6 to 8 p.m.
  4. Applications received for Road Foreman position- Board Members will look over applications received, after tonight’s workshop and then set up a workshop to review applications with full Board Members present.
