Selectmen’s Meeting Minutes

May 15, 2007

Motion to accept the minutes of May 9, 2007 made by Selectman Mark Duquette and seconded by Selectman Paul Loesberg.

All in Favor.   

 

 Department Heads:

 

Tracy Fabrizio, Town Administrator and Treasurer- She is absent, so the Town Clerk reads her report. Delinquent taxes outstanding as of 5/11/07 is $58,547.64 consisting of 57 accounts. Delinquent taxes collected from 5/04//07 through 5/11/07 was $153.00. 

 

Motion to accept the Treasurer’s report as read made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor

 

2. Town and School Check Reconciliation-Both accounts reconciled to zero.  The Town had no variances and the School had one for $996.43.

 

John Hyde, Road Foreman-Informed the Board that last Wednesday, he had a meeting with FEMA. They checked the culvert at Webster Corner Rd. FEMA is waiting for a hydrology test to see if the culverts are sufficient but doesn’t see that this will be an issue. Selectman Gino Camardese has a call in to the State Hydrologist.

 

Robert Scott, Fire Chief- Tells the Board that there is a change in the Forestry Grant.  The amount was $1,972.88 and is now $1967.53.  This will buy 10 fire rakes, 300feet of 1 ½ inch hose, 6 collapsible back tanks and 13 forestry shirts.  Our total cost will be $983.77. A motion was made on April 24th which now needs to be amended.

 

Motion to amend the Article for the Maine Forestry Grant that was voted on April 24th will now be for $1967.53  50% to be taken out of Fire Equipment and 50% out of the General Surplus fund to be replaced by the Grant  made by Selectman Guy Desjardins and seconded by Selectman Gino Camardese.

All in Favor.

 

2. Engine 6-Partially down, needs a new relief valve. The cost is $1275.00 and can be purchased from Fire Tech & Safety.  This will be paid from his Equipment Account.

 

Motion to allow Chief Scott to expend $1275.00 from the Equipment Account to purchase a relief valve made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

Andre Marquis, EMA Director-Still waiting to appoint an EMA Assistant. This issue will continue next week. Also reminds the Board of the EMA Emergency Meeting to be held on Tuesday May 22nd.  Informs the Board that a Department Head Meeting will be held on May 24th to debrief everyone on the Patriot’s Day Storm. Asks if anyone from the Board would like to be present.

 

Denis Castonguay, Planning Board Chairman-Informs the Board that a public hearing was held last Wednesday, concerning the new Subdivision Ordinance.  Copies have been brought into the Town Office for the Town Meeting.

 

Normand LaPlante,Search for Town Manager Committee- He is not present so Steve Wood informs the Board that one interview was held Monday night and three are scheduled for Wednesday night. Normand  LaPlante should be present  at the next meeting to inform the Board of the outcome.

 

Comments from the floor:

 

Steve Wood-Asks if the culvert on Elm Street is on private property and who is responsible for any damage done because it wasn’t replaced.  Road Foreman John Hyde thinks that the Town had installed the culvert and will go out tomorrow to measure if it is in the Town’s right of way.

 

Suzanne Adams, Town Clerk-Paul MacKenney from Vision Appraisal will be at the Town Meeting on Saturday and would like to know if the Board would prefer if he did a presentation or just a generalization. The Board all agree that he should just do a generalization.

 

George Merrill, Assistant Fire Chief- Asks the Board if there will be an adequate sound system at the Town Meeting. Last year it was difficult to hear the comments from the floor. The Board will check into it.

 

 

Unfinished Business:

1.       CPR/First Aid Course offered to town employees thru United-Chief Fales has been unable to reach his contact. This will be continued on Tuesday May 22nd.

 

New Business:

 

1.       Oak Hill High School, Reconsideration meeting on OHHS Budget- Meeting scheduled on Wednesday 5/23/07 at 7:00PM to reconsider Article 5 and 6. Same original amounts requesting.

2.       Ken Spencer, Resident- requesting public work’s grader equipment to be repaired rather than renting the equipment.   Feels that the money spent renting could be used to repair and would even be willing to lend the Town the money to do it. Peggy Peters from the Budget Committee replies that she feels that since the grader is so old that the Town would be putting money in every year to upkeep it. Maybe it would be best to buy used. The Board will take everything into consideration.  

3.       Community Room Usage Requests-Recreation Club on Monday 6/25/07 from 6:00 to 8:00 p.m. and the Rural Community Action Ministry on Friday 5/25/07 from 9:00 to 11:00 a.m. The Board agrees to the usage.

 

Motion to move into Executive Session at 7:13 after a 5 minute break for matters pursuant to 1MRSA, Sec.405,(6) (A) made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

   All in Favor

 

Motion to move out of Executive Session at 8:30 made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.
