 Motion to Accept the Selectman’s Minutes of May 2, 2006, as written, made by Selectman Steve Wood and Seconded by Selectman Mark Duquette.

All in Favor.  

 

DEPARTMENT HEADS:

 

Thomas Fales, Police Chief-Union Contact, Article 20- Sick Leave.  Sections E and F of Article 20 were omitted in the contracts.  The Union is willing to include them if the Board of Selectmen agree to it.

 

Another issue is the Animal Shelter.  There are a few School buses that are parking near and sometimes against the building.  When they are left running and the air conditioning is running, Jeff and the dogs are subjected to the fumes.  I would like to put up No Parking signs tp prevent this problem.

 

Tracy Fabrizio, Town Administrator and Treasurer

1.       Treasurer’s Report:  Tax Years 2003 thru 2005, Delinquent Taxes Outstanding as of

05/12/06 was $61,686.33.  Delinquent Taxes collected since Friday 05/05/06   was $2,491.56.

2.       Check Reconciliations-  The School account balanced to zero with no variances, the Town also balanced to zero but with two variances caused by voided checks.

 

Motion to accept the Treasurer’s Report made by Selectman Steve Wood and Seconded by Selectman Mark Duquette.

All in Favor.

COMMENTS FROM THE FLOOR

 

Richard Behr, CEO-The office will be closed on May 23rd, 24th and 25th.  An ad was placed in the paper to let the residents know.

 

Don Therrien, Fire Chief-  Discussed with Legal last week that the Town would not be held responsible if an emergency vehicle could not get through a private road because we offer emergency services.

 

The Fire Dept also needs to be added to the Hours of Operation and Phone numbers of the Town Annual Report.  This should include the Fire Chief and the Assistant Chief’s phone numbers.

 

To Tracy- A $32,000.00 gear grant should be arriving soon. $1689.31, our first portion of the payment was due a few months ago.  We could either wait until the grant comes in to pay this bill or it could be paid out of your account.

 

Jon Menneally, Charter Commission Chair-We have 90% of our first draft done.  Transition would last through 2009.  The transition would involve having the Selectmen elected in November and taking office in December.  This would involve the newly elected to serve either an additional nine months or to have their office time cut by three months.  MMA believes that it would not be legal to shorten a term of office.

 

Town Manager- Tracy has helped us by giving us job responsibilities for a Town Manager.  She has also been in touch with MMA for their input on the responsibilities of a Town Manager.

 

5 Year Capital Plan- Would like to have the Town Administrator to come up with a Five Year Plan for Purchases and Town Development.

 

UNFINISHED BUSINESS

 

1.       State of Maine Department of Transportation, Rural Road Initiative Program,Involving a 33% municipal and 67% State match for improvements on state-aid minor collector highways.  As of 04/25/06 Selectmen’s Meeting: Research and follow up 1st week of June.

 

2.       Mad Bull Dog Road, Chief Therrien, Road conditions on Mad Bull Dog Road are not adequate.  The neighbors need to have the road upgraded because in weather like this the trucks would not make it.  Chief Therrien handed pictures to the Board to show the conditions.  He made up packets to send each landowner. The packets cost $70.00 to make.  Chief Therrien would like to submit the cost to either the Selectmen’s Budget or Tracy’s Budget.  He does not feel that the Fire Dept should have to pay for the packets since the Board asked him to write to each resident of Mad Bull Dog Road.  The Board would like to vote on this when Chair Guy Desjardins is present.

 

NEW BUSINESS

1.       Maine Municipal Association-Seeking Nominations for MMA Executive Committee Directors and VP.  No one is interested in the positions.

2.       Reminder that the Town Meeting is on Saturday May 20,2006 at 9:00 a.m. at the Central School on Ball Park Rd.

3.       Pathways Community Church is requesting the use of the Community Room for June 15th.They want to have a concert and provide lunch to honor town employees for their services.

 

 

Before adjourning the meeting, Tracy Fabrizio voiced concern that the $70.00 spent by the Fire Dept should not come out of the Administration Budget. Tracy offered to replace the paper used for the Mad Bulldog packets but Chief Don Therrien replied that he did not use his own paper but went to Staples to have colored copies made. He also feels that since he was requested to do this that the cost should not come out of his account. Tracy would like to have a vote on the matter now but the Board would like to wait until the complete Board is present. It was also mentioned that the Board had requested that Chief Therrien send a letter to each resident but the Chief felt that pictures would explain the situation better.

 

Motion to adjourn at 7:00 p.m. was made by Selectman Mark Duquette and Seconded by Selectman Steve Wood.
