SELECTMAN’S MEETING MINUTES

November 21, 2006

 

 

Roll Call of Board of Selectmen:

Motion to accept the Selectmen Meeting Minutes of November 14th as written made by Selectman Steve Wood and seconded by Selectman Bill Henshaw.

4 in Favor. Gino Camardese abstained because he was not present at the last meeting.

 

Department Heads:

 

Thomas Fales, Police Chief-Street Ordinance, Issue with Road names; Pine Ridge Road and Pine Ridge Ext, House number issue with Pine Ridge Ext. Richard Behr to research and give report to Board on 11/21/06. Problem has been resolved it was just a miscommunication.

 

Tracy Fabrizio, Town Administrator & Treasurer

1.        Review Delinquent Taxes –Delinquent taxes outstanding as of 11/20/2006 is $113,297.96 for 109

accounts.  Delinquent taxes collected from 11/09/06 through 11/20/06 was $1,979.30.

2.        Check Reconciliation- Town and School-Both balance to zero. We are having problems with the

School bringing in their warrants timely.  Tracy requests the Board to support her in sending a letter to Carla, the School Business Manager.  We are receiving the warrants one day before the checks are paid out and last week we didn’t receive any at all. This will stay on the Agenda under Old Business.

 

Motion to send the School Superintendent and the Business Manager a letter requesting their presence at a Selectman’s Meeting if this is not fixed by next payroll made by Selectman Steve Wood and seconded by Selectmen Bill Henshaw.

All in Favor.

 

Motion to accept the Treasurer’s report as read made by Selectman Bill Henshaw and seconded by Selectman Gino Camardese.

All in Favor.

 

James Wood, Road Commissioner-Someone from the State complained that the sign at Martin’s Point states for Sabattus residents only and guests. We signed a contract with the State of Maine that this would be an open park and boat ramp.

 

 

 

Motion to remove the sign at Martin’s Point made by Selectman Steve Wood and seconded by Selectman Gino Carmadese.

All in Favor.

 

Jerry Sabins, Transfer Station-

1.        Trash Compactor, Broken-Circuit burned out. It cost $608.00 to have the motor fixed. Need an

electrician to go in and check to see if everything is running on the same circuit. Selectman Gino Camardese will call John Paradis to see if he is available to check this out.

2.        Metal Roof over Metal Container needs to be closed in-Selectman Gino Camardese says that the contract with Brown Construction was supposed to cover this. Gino will also call them to check it out.

 

Donald Therrien, Fire Chief- Has received two checks, one was a grant for Fire Safety through Walmart and the other was a reimbursement for schooling. Would like this to be put into the proper accounts. Tracy has set up a new account for the Safety Training.

 

COMMENTS FROM THE FLOOR

 

Tracy Fabrizio, Town Administrator-Tells the Board that a John Poulin from Greene has contacted her about the cleaning position. Selectman Mark Duquette also suggests that we advertise on the Board outside.  Chief Therrien suggests Marcel Deforge Sr. could possibly help out until we find someone.

 

Unfinished Business:   

 

1.        Key Government Financing/Lease for Public Works, New Truck/Plow Equipment  - New Amended Agreement to approve and sign due to proper language to use in reference to insurance and liability amounts changed.   Insurance and Key Government Financing both agree with new amended agreement. MMA had informed Tracy that our liability insurance had to be changed to $400,000.00 before the purchase. There is no increase to our policy .Paperwork is signed for the Leasing.

2.        Transfer Station, Replace 2 Slide Rails on Bottom of Trash Dumpster – Phone Poll to Board of Selectmen on 10/26/2006,  Board of Selectmen Approved - $2000 expenditure, Transfer Station Equipment Escrow account –Continued from 11/14/2006, Selectmen’s meeting. The bill was mailed but Jerry has not received it yet. This will stay under Unfinished Business.

                                                     

                                   

 New Business:   

1.         Charter Commission Wrap-up Meeting ; Requesting date to meet with Board ; Monday,  12/11/2006 or on Tuesday, 12/19/2006. The e-mail was sent to the Board of Selectmen in error. Their presence is not needed.  Guy Desjardin, Chair does state that we need to act on our Special Town Meeting.  This could be done on January 9th a Tuesday evening. Tracy will call Mark Frenette to help write the Articles.

 

Motion to hold our Special Town Meeting on January 9, 2007 at 7:00 made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

 

2.         Roland Fortin, appearing at the Sabattus Planning Board on 11/27/2006 requesting planning          

Board approval to construct a new storage building to hold construction materials at 62 Greene St.

  3      16 Tickets to the December 2, 2006 MAINEiacs vs Saint John’s Fog Devils Hockey game -

          drawing. Given on behalf of the Lewiston Mayor and City Council. The Town will have a raffle for

          the residents which will be drawn next Tuesday.

  4.    Donna Jamison, Resident: Safe and Decent Housing issues. They are here to represent the whole

         building. They show the Board of Selectmen pictures of the condition of the building. Many of the

         residents are having respiratory issues.  They ask the Town to adopt new safety codes to allow.

         inspections. Guy Desjardins, Chair would like to have a workshop set up with Richard Behr and all 

         Department Heads to discuss what ordinances we could get. Chief Therrien , Fire Dept would also

         like to include Gary Simard, Auburn Fire Protection Officer.  Unfortunately nothing can be passed    

         until  the next Town Meeting.

 

Motion to go into Executive Session to discuss Administrative personnel issue(s) pursuant to 1MRSA Sec 405(6) (A) at 8:25 made by Selectman Gino Carmadese and seconded by Selectman Steve Wood.

All in Favor

 

Motion to exit out of Executive Session at 8:45 made by Selectman Bill Henshaw and seconded by Selectman Mark Duquette.

All in Favor.

 

Motion to adjourn the Selectmen’s Meeting at 8:46 made by Selectman Bill Henshaw and seconded by Selectman Mark Duquette.
