SELECTMAN’S MEETING MINUTES

November 28, 2006

  

Roll Call of Board of Selectmen:

Motion to accept the Selectmen Meeting Minutes of November 21st as written made by Selectman Steve Wood and seconded by Selectman Mark Duquette.

All in Favor.

 

Department Heads:

 

Thomas Fales, Police Chief-Informs the Board that the Town now has an overhead projector that he bought from State Surplus for $35.00.

 

Tracy Fabrizio, Town Administrator & Treasurer-

1.        Review Delinquent Taxes-Delinquent taxes as of 11/27/06 is $ 113,370.66 consisting of 109 accounts. Delinquent taxes collected from 11/20/06 through 11/27/06 was $75.00.

 

Motion to accept the Treasurer’s Report as read made by Selectman Bill Henshaw and seconded by Selectman Gino Camardese.

All in Favor.

 

2.        School Warrants – Met with Karla, School Business Manager, discussed with her that school payroll and accts payable warrants must be in the town office no later than Tuesday by 1:00. This will allow the town staff to process the warrants and Board of Selectmen to review the warrants Tuesday evenings- The School warrant was faxed over this morning with only one signature from the School Board.  Guy Desjardins, Chair states that if we find out that we are not signing that warrant because of lack of signatures and the checks are still released, then we will need to freeze the School account. Tracy will follow up with an e-mail to Karla.

 

Motion made to table the School warrant until we get the majority of the School Board signatures made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

James Wood, Road Commissioner-Received a letter from Glen Dube Excavation Inc. dated 11/28/06. He is offering to remove the asphalt pile from the Town pit and will bring it to the Dube’s pit for recycling. Tracy will send Glen Dube a letter to thank him.

 

Motion to accept Glen’s Dube proposal to remove the asphalt made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

All in Favor.

 

Jerry Sabins, Transfer Station-

1.        Trash Compactor, Circuit burned out-Electrician will be contacted to assess the problem and fix- continued

from 11/21/06.  Gino Camardese called an electrician to check want is needed to fix the problem. It could be that either a transformer or a sub-panel is needed.

   2.    Metal Roof over Metal Container needs to be closed in- should have been closed in per building

          specifications proposal, Contractor will be notified-continued from 11/21/2006.  Gino Camardese will meet with

          Brown Construction to discuss costs about closing in the whole backside to prevent water problems. The original 

          contract only called for a top trim.   

 

Robert Scott, EMA Director- Reminds the Board that after the first of the year we need to set up monthly meetings for our Emergency Plan.

 

Comments from the Floor:

 

Chief Don Therrien-Spoke to Gary Simard, Fire Protection Officer, who will send a formal letter stating that he will donate his time to meet with the Board.

 

Scott Lansley, State Representative- Informs the Board that the State plans on installing double flashing lights at the intersection of Crowley, Bowdoinham, and Route 9.  This hasn’t been funded yet but could be installed by Spring or early Summer.

 

Unfinished Business:

1.      Transfer Station, Replace 2 Slide Rails on Bottom of Trash Dumpster Phone Poll to Board of Selectmen on 10/26/2006, Board of Selectmen Approved - $2000 expenditure, Transfer Station Equipment Escrow account-Invoice Pending –Continued from 11/21/2006, Selectmen’s meeting. Jerry Sabins has still not received the bill for this yet.  This will stay on the Agenda until next week.

2.       16 Tickets to the December 2, 2006 MAINEiacs vs Saint John’s Fog Devils Hockey game Given on         behalf of the Lewiston Mayor and City Council, Raffle to residents & employees-names drawn tonight . The winners were:  Claire Madden, Tony Lessard, Mark Duquette, Lydia Lee Therrien, Jon Mennealy, Tracy Brousseau, William Dailey, and Austin Fournier.

3.      Janitorial Services- Seeking services for municipal building. The ad will stay on the Board.  Chief Don Therrien states that his father might be interested in the job, he has experience with the Auburn Mall.

New Business:

1.        Skelton, Taintor and Abbott/Town Attorney’s Office//Mark Frenette, will review and assist writing the articles for the warrant for the Special Town Meeting.  He is more than willing to assist in writing the articles.  The Special Town Meeting will be held on Tuesday January 9th at 7:00 p.m. This will be posted on the sign up front and posters will be placed in the lobby.

2.        Maine Municipal Association, Human Resources, assist with the hiring process for the new Town Manager. MMA has sent a proposal that will cost $4500.00 to assist the Town. This is an eight- step process. The Selectmen will take an active roll but MMA will take the lead roll.  The Board feels that the work involved is worth the cost.  The budget will have to be looked at to see were the funding will come from.

Motion to table this until next week’s meeting to see where the money will come from and have a chance to  review it made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.                              All in Favor.

3.        Board of Selectmen to discuss the hiring process for the new Road Foreman position-set up workshop. A job description will need to be set up.  The MMA website has sample job descriptions. This will stay on the Agenda for next week.

4.        Set up workshop, review ordinances and possible implementation of new ordinances- set a date for Board of Selectmen, Department Heads, CEO and Auburn Fire Protection Officer. Will set up a time for a workshop once a letter from Gary Simard is received.
