SELECTMAN’S MEETING MINUTES

October 17, 2006

Motion to accept the October 10th meeting minutes as read made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

3 in Favor.  Selectman Mark Duquette was not yet present.

 

Thomas Fales, Police Chief

1.       Computer, purchase request-Would like to replace one computer a year. Dell has one on sale for

$834.65 instead of $1100.00. Has the money for it in his budget.

 

Motion to allow Chief Fales to spend $834.65 to buy a computer made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

3 in Favor. Selectman Mark Duquette was not present.

 

Tracy Fabrizio, Town Administrator & Treasurer

1.       Delinquent Taxes for 2004-2006 with 117 accounts, principal amount due is $113,192.12.

5 accounts have been paid in full since 10/06/2006.  Delinquent Taxes collected since last week was $4,158.39.

     2.   Check Reconciliations, September 2006 Bank Statements-

            Town, in Balance with 3 variances & School, in balance with 1 variance.        

            September variances for Town and School to clear this month 10/2006.

2.       Report on excise tax- shows that the current excise tax collected so far this year is less than

the amount collected at this time last year. Tracy will divide the amounts by fiscal quarters so it will be easier to read.

3.   Vehicle Registration Renewal, Rapid Renewal Service Online, Board of Selectmen to review         

       on 10/17/2006. The question last week was when we would receive our portion of the money. 

       Tracy tells the Board that the money is transferred in 48 hours.  There is an annual fee of $150.00

       for the Trio module.  Many residents have requested this and Tracy would like to try it. It will

       probably take a couple of weeks to get this set up.

 

Motion to allow Tracy to try the rapid renewal for a year made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.                 

 

4         Dog Licensing Online Services Board of Selectmen to review and possibly approve -continue on 10/17/2006. A credit is given at the end of each month towards our bill.

 

Motion to allow the online dog licensing on a trial basis for a year made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

 

Motion to accept the Treasurer’s report made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

All in Favor.

 

Jerry Sabins, Transfer Station

1.       Public Works has done the concrete and tarring work over at the Station. He questions Tracy on if

she has heard from Brown Construction. She responds that they will be contacting Jerry sometime this week.

 

Donald Therrien, Fire Chief

1.       Requesting Fire Department Pay Compensation to be disbursed in November instead of December due to chief’s vacation. This would give his firefighters a chance to question their pay if they have any issues and since the Chief is gone the first two weeks of December, this would allow them  to have their checks for Christmas. He lets Tracy know that this will happen on the November 1st warrant.

2.       Issuing Burning Permits  implement new system requested.  Instead of having townspeople

calling himself or James Wood on the weekend, would like to have a fireman at the station for two hours on Saturday and Sunday.  A policy should be drawn up to set up procedures and fees. This may need to be done as an ordinance.          

3.       Fire Apparatus currently in process of obtaining bids for a pro-active maintain schedule.  Would

like to set up a maintenance program to have his fire trucks checked once a month or every two. This is a very good idea but could prove to be costly.  Could plan to do this on next year’s budget.

Chair Guy Desjardins would like to continue this in a workshop.  

 

Denis Castonguay, Planning Board Chair- He is absent but asked Tracy to present the following.

    1.  Letter to the Board of Selectman informing them that Mr. Ryan Steward of Elm Street will appear 

         before the Planning Board to request approval to operate a home-based bait and tackle shop on Elm

         Street. Selectmen Mark Duquette and Gino Camardese will try to attend on October 23rd.

 

Comments from the floor:

 

Don Therrien, Fire Chief- would like to know if he has the right to suspend a volunteer firefighter. Selectman Steve Wood suggests that an Executive Session should be held with the Board to let them know about the problem.

 

Jason Tardiff and Robert Boston Jr., Residents- Would like the Town to adopt Springer Farm Rd. They are told that they need to petition Mr. Glen Dube and get him to put a warrant for the Town Meeting so that the townspeople can vote on accepting it.

 

Jon Mennealy, Charter Committee Chair- Lets everyone know that the Charter pamphlets are ready.

 

Unfinished Business:   

1.       Hand Air Dryer(s) for Municipal Restrooms,  - Proposal Due Date 10/17/2006

One bid has been received from DeBlois Electric for $1141.00. This will take care of the two upstairs public bathrooms.

 

Motion to allow $1141.00 to install hand dryers made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

3 in Favor. Selectman Mark Duquette opposes.

 

2.       Janitorial Services  Open Sealed Bids on 10/17/2006

One bid received from Quality Commercial Cleaners for $18,000.00 a year. Currently we do not have this in our budget.  The Board asks Mr. & Mrs. Lavalliere to meet with Tracy to discuss an alternative.  Chief Fales also told the Board that he would check his budget to see if he can contribute to this also.

 

3.       Public Works, New Truck/Plow  Androscoggin Bank Financing Data, Legal Opinion Received, Review & Approve Purchase.  Our lawyer, Peter Garcia told Tracy that we had an article at the Town Meeting to expend the money for a new truck but we did not have an article to borrow.  Tracy will speak to him tomorrow about other alternatives.

                                     

 New Business:   

Letter, Isaac Peachey- Letter sent to the Town from a student concerning a Sabattus Bill of Rights to improve conditions on Elm Street. The Board will send a letter of thanks to be signed by all members also stating that they will take his ideas under advisement.
