Selectmen’s Meeting Minutes

October 2, 2007

 

Roll Call of Board of Selectmen:

Motion to move into Executive Session at 6:03 for matters pursuant to 1MRSA, Sec.405,(6) (F) made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

 All in Favor

 

Motion to move out of Executive Session at 6:25 made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

All in Favor.

 

Motion to open the Public Hearing regarding the General Assistance Ordinance on the proposed new appendices A-B-C &F made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

Greg Gill, Town Manager-Explains to the public the changes that were made to the ordinance:

1.       Municipalities must call the 1-800 hot-line number to report all disqualifications to DHS.

2.       Changes to State’s Vendor form/Impact on SSI Assistance Recipients: The new form includes the applicants SSN, their name, address and telephone number and the applicants dated signature.

3.       Mileage Reimbursement Rate Change: Mileage rate changed to $.40 a mile effective as of July 1, 2007.

4.       Funding Indigent Person’s Burial/Cremation: Only relatives that are either living or own property in Maine can be held responsible for paying for an indigent relative’s burial or cremation if the responsible relative is deemed by the GA administrator as being financially capable.

 

Bill Henshaw, Chairman- Asks if the public has any comments on the hearing. There are none.

 

Motion to close the hearing at 6:34 made by Selectman Paul Loesberg and seconded by Selectman Gino Camardese.

All in Favor.

 

Motion to amend the “Sabattus Model General Assistance Ordinance” as required by the Department of Health & Human Services guidelines made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

Motion to adopt the new Appendices A,B,C, & F from October 1, 2007 to October 1, 2008 to the “Sabattus Model General Assistance Ordinance” as required by the Department of Health and Human Services made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

Motion to accept the Meeting Minutes of September 25, 2007 made by Selectman Gino Camardese and seconded by Selectman Paul Loesberg.

All in Favor.

 

 

 

Department Heads:

Thomas Fales, Police Chief-Not present but Town Manager Gregory Gill informs the Board of a gun fire complaint from a resident. The gun fire was the Lewiston Police Department doing the first of several night fire qualification sessions at St. Laurent’s pit on Morrissette Drive.  Our Police Department is not always being notified when this training is occurring. The Board feels that this can be handled by both Police Chiefs.

1.   Review Delinquent Taxes- Delinquent taxes outstanding as of Friday September 28, 2007 is   

  $138,996.68 consisting of 128 accounts. Delinquent taxes collected from Friday September 21 through  

  Friday September 28, 2007 was $ 6,977.55.      

 

Motion to accept the Treasurer’s report as read made by Selectman Paul Loesberg and seconded by Selectman Gino Camardese .

All in Favor.

 

 Comments from the Floor:

 

Steve Wood-Asks if the Town Office is going to continue closing at 1:00 PM on Fridays now that the Board is meeting every two weeks. He has received a few complaints regarding the early closure. The Board responds that they have not received any complaints. Town Manager, Gregory Gill states that the office is helping more residents by staying open on Tuesday nights then being open on Friday afternoons and sees it as a problem only when the end of the month lands on a Friday. The Board also suggests that residents be surveyed to see if they agree or disagree with the new hours.

 

Steve Wood-Asks why the potholes on Sutherland Pond Rd are not being patched. The Board responds that they will request that Road Foreman, John Hyde to ride around Town to see what roads need to be patched.

 

Unfinished Business:

1.       Wales Registrations-Chairperson, Paul Burgess from Wales is showing interest in our processing registrations for them. This item will be continued on October 16th.

 

New Business:

1.       Discussion on the new E911 Call Center-The Board is given a breakdown of the different costs involved for all options of the Call Center.  The cost for the smaller towns will be greater than what they are paying now. The cost is based on 50% population and 50% valuation. United Ambulance Service was also asked to draw up a list of costs and to have them ready for the next E911 meeting which will be held on October 18th at 7:00 PM at the Lewiston City Building and is open to the public.

2.       Nancy Roberge- Problems with a spiked fence on Middle Rd.-Did not attend the meeting as Code Enforcement Officer, Richard Behr will handle the matter.
