SELECTMAN’S MEETING MINUTES

October 31, 2006

 

 

Roll Call of Board of Selectmen:

Motion to accept the Selectmen Meeting Minutes of October 17th as written made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

4 in Favor. Bill Henshaw abstained, he was absent that week.

 

Motion to accept the Selectmen Meeting Minutes of October 24th minutes made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

3 in Favor. Guy Desjardins and Mark Duquette abstained because they were not present that week.

 

 Department Heads:

                               

Tracy Fabrizio, Town Administrator & Treasurer

1.        Review Delinquent Taxes Delinquent Taxes outstanding as of October 27,2006 is $116,573.11

consisting of 114 accounts. Delinquent taxes collected since last week was $6,167.55 from 3 accounts.

2.        Flu-Shot Clinic for Town Staff and Family members  Board Room, November 3, 2006 @ 2:00

        pm, Sign Up Sheets, Available in Town  Office. Cost: $24.00 per shot.  Requesting Boards. 

        approval  no cost to employees, funded out of administration budget. The money comes out of             

        Miscellaneous Administration.  Tracy will check with MMA on co-pay for employees with Health

        Insurance.

 

Motion to pay for employee’s flu shots out of Miscellaneous Administration made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

                           

3.        Reminder, No Selectmen’s Meeting next Tuesday 11/07/2006  Due to Elections

 

Motion made to accept the Treasurer’s Report made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

All in Favor.

 

4.        Reminder that Recycle Appreciation day is Sunday November 5th at the Transfer Station.

5.        Would like a second contact person from Public Works when James Wood is unavailable.

 

Denis Castonguay, Planning Board Chair

1.       Planning Board  One (1) member Vacancy open-Mark Seger has moved out of town leaving a

vacancy on the Board. Would like to have Paul Curran take his place. Paperwork will be filed to appoint him as a new member.

2.       Discuss Planning Board Member(s) attendance- Two members are not attending the meetings, 

Polly McCauley and Greg Provost. The Planning Board Secretary has sent them a letter asking them if they are still interested to come to the meetings and if they are not to send Denis a letter. There are two residents who are interested.

 

Comments from the floor:

Richard Behr, CEO- Informed the Board that he will be in Orono for a three-day seminar and will be back on Monday.

 

Unfinished Business:

1.        Public Works, New Truck/Plow  Leasing/Financing - Legal Opinion Pending as of 10/27/2006-

       Gorham Leasing Group, through Whited Ford the Daimler Chrysler and Key Bank. Key Bank and 

       Daimler is for a 5-year lease while Gorham Leasing is for 3. 

Guy Desjardins, Chair- I would like to let everyone know why we are going with leasing is there was an issue with the Article in the warrant . There were a couple of words in that Article that were missing so that when we went to Androscoggin Bank to get the finance, of course they asked for bonds and when we got our attorneys involved in it and technically there a couple of words missing.  We couldn’t guarantee the payment after. So he said the best way to go without that bond was to go through leasing

 

Motion that we use the Gorham Leasing Group 3-year lease for the $105,094.00 for the dump truck with 3 payments of $36,899.14 made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

All in Favor.                                           

                                   

 New Business:   

1.        General Assistance, Appendix A-Overall Maximum 2006-2007  Board of Selectmen review and approve.

 

Motion to accept Appendix A for GA Overall Maximum for 10/1/06 to 10/1/07 made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

 

2.        Transfer Station, Replace 2 Slide Rails on Bottom of Trash Can  Phone Poll to Board of Selectmen on 10/26/2006, Board of Selectmen Approved - $2000 expenditure, Transfer Station Equipment Escrow account.  Continue under Old Business until we receive the bill.

 

Motion to adjourn at 7:12 made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.
