Motion to accept the Selectmen’s Minutes of September 5, 2006 as written made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor

 

Motion to accept the Amended Selectmen’s Minutes of August 15, 2006 as written made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

All in Favor. 

 

DEPARTMENT HEADS:

Thomas Fales, Police Chief

  1. Request the approval of the Board to purchase two batteries for A.E.D. at the cost of $508.52

 

Motion to allow Chief Fales to purchase 2 A.E.D. Batteries made by Selectman Bill Henshaw and seconded by Selectman Gino Camardese.

All in Favor.

 

  1. Request that the Board of Selectmen approve Appointment of Paul A. Ferland as a Reserve Officer.  Paul is a 20-year veteran and is full-time academy trained.

 

Motion to appoint Paul Ferland as a Reserve Officer made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

 

Appointment papers are signed.

 

  1. Request that Public Works assist Animal Control by digging up outside drain pipe at dog shelter so that outside run area can be washed and drained. Chief Fales will discuss this at a later date after some research.
  2. Patrol Officer applications close this Friday, 09/15/06. As of today we have received one application from a candidate who does not meet the minimum qualifications of having completed the pre-service 100- hour Academy Course.

 

 

 

Tracy Fabrizio, Town Administrator & Treasurer

         Treasurer’s Report:

     1. Tax Years 2004 thru 2006, Delinquent Taxes Outstanding as of 09/8/2006, $138,865.32.

         Delinquent Taxes Collected from 09/5/06 to 09/8/2006 $1,696.94. Ninety-four letters went sent out

         this morning for delinquent taxes to request payment arrangements.

 

Motion made to accept the Treasurer’s Report made by Selectman Bill Henshaw and seconded by Selectman Gino Camardese.

All in Favor

     2. Public Works, Elm Street Expenditures Correction, Total should be $8,005.04 not $9,311.29. A Bill

         was charged to the wrong account. $1306.25 needs to be transferred to the undesignated fund.

     3. Enrolled at CMCC-Requesting Boards Approval, 2 college courses, job related. Requesting for

         reimbursement of 75%.  The total cost comes to $773.70.

 

Motion to reimburse Tracy at 75% in the amount of $580.28 at completion with a B average made by Selectman Steve Wood and seconded by Selectman Gino Camardese.

All in Favor.

 

Jon Mennealy, Charter Commission Chair-Printing Costs quotes for Charter.

Requests the Board to officially state that the Charter question will be on the November Ballot. The question will appear as “Shall the municipality approve the new charter recommended by the Charter Commission?” with a yes and no check-off box. Printing costs for Charter Booklets from Curry Printing is at $1246.68 for 1000 booklets. Also need to have ballots printed at .24 each. Printing costs to come from the money voted on at Town Meeting for the Charter Committee legal review of draft.

 

Motion to recommend Curry Printing at $1246.68 for 1000 booklets made by Selectman Steve Wood and seconded by Selectman Mark Duquette.

All in Favor.

 

Motion to have 3500 ballots for the Charter printed not to exceed the cost of $900.00 taken from the legal review from Town Meeting made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

All in Favor.

 

Motion to place this ballot on the November 7th 2006 General Election stating “Shall the municipality approve the new charter recommended by the Charter Commission?” made by Selectman Gino Camardese and seconded by Selectman Mark Duquette.

All in Favor.

Unfinished Business:   

1.        Municipal Building-Custodial Services,  Sealed Bids Requested//Open  9/19/2006

2.        Transfer Station: Roof over Metal Bins & Roof over Appliance Slab, Sealed Bids Requested// Open 9/19/2006.    

3.        Gas/Diesel,  Sealed Bids Requested//Open  9/19/2006.    

4.        Municipal Parking Lot, Fill In Cracks- Sealed Bids Requested// Open 9/19/2006

5.        Hand Air Dryer(s) for Municipal Restrooms,  Quotes Pending

 

 

6.        EMA, Homeland Security Grant Program- Tracy has spoken to Joanne Potvin regarding the NIMS training and we have met all requirements. Tracy will check to see if we qualify for a grant for the animal shelter to stock up in case of a disaster.

7.        Permissibility of Construction of Two (2) Camps on Lot Fronting Loon Pond, Town Attorney’s Written Opinion. Mr. Behr has spoken to a lawyer and this issue is on hold.

 

New Business:   

  1.Vision Appraisal/Paul McKinney- Update on Re-Valuation & Question/Answer Session  -

     PENDING, Re-Scheduled Date: Not known yet. Paul McKinney is hospitalized. Tracy will call on

     Monday to re-schedule or see if they can send someone else.

  2.Tabor and the Impact on Municipalities, Schools and School Districts MMA Workshop             

      9/21/06. Tabor is trying to keep annual budget increases to 3 or 4 percent. One of the big changes that

      they are trying to pass is that it would take two-thirds of all eligible voters for something to pass.

  3. T-Shirts and hats for Public Works Uniforms- Contract states that we supply each employee with

      one hat and five t-shirts a year.

 

Motion made to order t-shirts and hats from Bob Tanguay of Maine Refrigeration at $380.00 for Public Works made by Gino Camardese and seconded by Selectman Steve Wood.

All in Favor.

 

  1. Sabattus Auto & Truck Sales and Service- Would like the municipality to go out for bid for any 

outside work.  Guy Desjardin, Chair would like to have a list made up of all local businesses to be used in time of bids.  Asks Tracy to go to bid for the hourly rate for mechanical work. Keep this on next week’s agenda.
