September 5, 2006

Motion to accept the Selectmen’s Minutes of August 29, 2006 as written made by Selectman Gino Camardese and seconded by Selectman Bill Henshaw.

Four in Favor.  Selectman Steve Wood was not present at last week’s meeting

 

DEPARTMENT HEADS:

 

Thomas Fales, Police Chief-Presented pictures to the Board of speed limit signs with orange flags attached in an effort of slowing down traffic.

 

Tracy Fabrizio, Town Administrator & Treasurer- Treasurer’s Report

Tax years 2004 thru 2006, Delinquent Taxes Outstanding as of 09/01/06 is $140,562.26

Delinquent Taxes collected from 08/28/06 to 09/01/06 was $3,569.27.

 

Motion to accept the Treasurer’s Report as read made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

All in Favor.

 

Don Therrien, Fire Chief-Department Head Limit of Spending- requesting to raise it from $500.00 to $750.00- Continued from 8/29/06.  Discussion followed- Department Heads were told that in case of an emergency a phone call to Tracy would eliminate any problems.

 

Motion made to keep the spending limit to $500.00 made by Selectman Bill Henshaw and seconded by Selectman Steve Wood.

All in Favor.

 

Comments from the Floor:

 

Don Therrien, Fire Chief – requests for a third party be present during the Executive Session with the Board. Chair Guy Desjardins lets him know that this is not an issue.

 

Michael Yohe, Owner of Mixers- Wants feed back on the changes he has made to his business. He is told by all present that things seem to be going a lot better.

 

Gino Camardese, Selectman- Brings up that on the 23rd of September an 8th grade school teacher, Mrs. Aimee N. Lanteigne is being presented by the Department of Maine American Legion the Department of Maine 2006 Educator of the Year Award.  Ron Caron 1St Vice Commander of the Sabattus American Legion Post 135 would like to requests that someone from the Town attend and give a speech. Chair Guy Desjardins will let him know in the next few days on who will attend.

 

Unfinished Business

 

  1. Municipal Building Cleaning-Bid request & Specifications submit to Board for review. The bids will be submitted to six custodial services. Our current cleaners will only stay on for the next two weeks. Bids will be opened on 09/19/06.
  2. Bid(s) Request: Roof over Metal Bins & Roof over Appliance Slab-Specifications mailed to all contractors- Open sealed bids at Selectmen’s meeting of 9/19/06. Bids sent out by Selectman Gino Camardese to 15 contractors.
  3. Gas/Diesel, Bid request mailed to Fuel Vendors-Open sealed bids at Selectmen’s meeting 9/19/06.
  4. Purchase order-New dump truck for Public Works, continue from last week’s meeting 8/29/06.

 

Motion to buy the Cab & Chassis from Whited Truck Center for $57,481.00 Made by Selectman Gino Camardese and seconded by Selectman Steve Wood.

All in Favor.

 

  1. Community Room Use Request-Scott Lansley, Sabattus Rec Club on 9/10/06 from 3:00 to 9:00 p.m. for coach training. Also requesting to utilize power point projector, continued from 8/29/06 Concerns expressed on who would be liable for any damage. A form will be created that would have to be signed for accountability.

 

Motion to authorize Scott Lansley to use   the power point projector on September 10th made by Selectman Bill Henshaw and seconded by Selectman Steve Wood.

Three in Favor. Selectman Gino Camardese and Chair Guy Desjardins opposes.

 

  1. Municipal Parking Lot to fill in cracks- Revisit Bid received and opened on 8/22/06 as well as

Additional quote received and discussed on 8/29/06. Tracy will be asking for new bids from the same vendors to just have the cracks filled in the parking lot. Meanwhile Selectman Steve Wood will check to see how much it would cost to have Public Works to do it. The bids will be opened on 09/19/06.

 

New Business:

 

1.       Hand Air Dryers for Municipal Building Restrooms- discuss possible purchase- research cost.  Tracy will put this out for bid to local electricians to do the wiring for both 110 and 220. Depending on the cost, the two bathrooms upstairs will be done first.

2.       EMA Correspondence-Received from Joanne Potvin regarding the Homeland Security Grant Program. Tracy will talk to Joanne Potvin to discuss what we need to do. This will be kept on the Agenda under Old Business.  Tracy will get back to the Board next week.

3.       Vision Appraisal/Paul McKinney- Update on re-valuation & Question/Answer Session. Mr. Paul McKinney has cancelled as of this morning due to illness. He will contact Tracy to re-schedule after 9/12.

 

Motion to go into Executive Session to discuss Public Works, Fire Department and Administrative personnel issue(s) for each department pursuant to 1MRSA Sec 405(6) (A) at 7:38 made by Selectman Mark Duquette and seconded by Selectman Gino Camardese.

All in Favor.

 

 

 

Motion to exit executive session and enter regular session at 9:10 p.m.  made by Selectman Steve Wood and seconded by Selectman Bill Henshaw.

All in Favor.

 

Motion to adjourn the meeting at 9:10 p.m. made by Selectman Steve Wood and seconded by Selectman Mark Duquette.
